Technical Specifications, Calvert Cliffs Nuclear Power Plant submits Attachment (1), which was previously submitted to the Maryland Department of the Environment. This special report discusses the discharge of approximately 400 pounds of sponge balls to the Chesapeake Bay over a 75-day period. The discharge violation was identified at Calvert Cliffs Nuclear Power Plant on September 15, 2003.

RE: NPDES Discharge Permit 99-DP-0187 Calvert Cliffs Nuclear Power Plant On September 15, 2003 we identified that a large number of sponge balls had been discharged from the Calvert Cliffs Nuclear Power Plant site in Lusby, MD. These are foam rubber balls that are used to prevent biofouling on the condenser tubes. This discharge is not in accordance with the NPDES permit requirement: "There shall be no discharge of floating solids or persistent foam in other than trace amounts".

It is estimated that approximately 400 pounds of these sponge balls were discharged to the Chesapeake Bay since July 1. Because of the relatively small volume and the inert nature of the material impact of the discharge on public health and the waters of the state is negligible.

The cause of the aforementioned discharge was mechanical failure of installed equipment.

Calvert Cliffs has removed the impaired equipment from service to control the discharge of balls.

Site procedures will be evaluated to require prompt maintenance on the system as soon as ball loss is identified. Site personnel are monitoring the discharge for any signs of ball loss.
