November 13, 2003 Mr. Garry L. Randolph Vice President and Chief Nuclear Officer Union Electric Company Post Office Box 620 Fulton, MO 65251

SUBJECT:

CALLAWAY PLANT, UNIT 1 - EVALUATION OF RESULTS OF INSERVICE INSPECTIONS OF STEAM GENERATORS IN TWELFTH REFUELING OUTAGE (TAC NO. MB8103)

Dear Mr. Randolph:

By letters dated November 19, 2002 (ULNRC-04776), November 21, 2002 (ULNRC-04777),

and March 17, 2003 (ULNRC-04823), you submitted information on the results of the November 2002, steam generator (SG) inservice inspections (ISIs) performed at the Callaway Plant, Unit 1, during the twelfth refueling outage. The March 17, 2003, letter provided the final report on the inspections. In addition, you provided responses to questions from the NRC staff in your letter dated August 22, 2003 (ULNRC-04892).

The scope and results of the November 2002, SG ISIs are described in detail in the above letters, and the ISIs included both bobbin coil and +Point' motorized rotating pancake coil probes. Based on a review of the information in the above letters, the NRC staff concludes that you have provided the required information according to the Callaway Technical Specifications and that no additional information is required at this time. However, it should be pointed out that, as stated in our letter to you of September 15, 2003, in response to your withdrawal of the application dated October 3, 2002, to revise the definition of SG tube inspections in Technical Specification 5.5.9, "Steam Generator (SG) Tube Surveillance Program," the NRC staff will address the technical basis for limiting the extent of rotating probe inspections in the expanded region of the tube following the generic resolution of this issue. This letter closes out the subject TAC.

Sincerely,

/RA/
