Dear Sir or Madam:

The purpose of this letter is to inform the NRC that Entergy is withdrawing the proposed License Amendment (Reference 1) to the Pilgrim Technical Specifications regarding the Post-Accident Monitoring Instrumentation Requirements and the supplements provided in References 2 to 4 (listed above).

Pilgrim Nuclear Power Station Letter Number: 2.03.130 Page 2 Subsequent to our submittals (References 1 to 4), the NRC published in the Federal Register a final rule regarding combustible gas control in containment, on September 16, 2003. In addition, on September 25, 2003, the NRC also published a notice of availability of a model application concerning technical specification improvements, including changes to the hydrogen and oxygen monitor requirements. Entergy will evaluate these Federal Register notices and utilize the information as appropriate.
