2 This letter is urging you to keep Davis-Besse closed for good.

I live in Ohio directly across the street from a school. Everyday I look at those children and wonder what the future holds for them. I worry about drugs, gangs, broken families, and then my thoughts turn to the environment. We always try to have faith in our administrators..that is what I was taught when growing up.

Do you have children and grandchildren? Do you ever think of their future in the environmental sense? I hope so.

Please do the right thing and keep it closed.. ..for good.

Please respond to my letter. I have written before and the coward never responded!

Dear Mr. Caldwefi,

This letter is in regard to the Davis-Besse Nuclear Plant, We all know that nuclear power seams to be a necessary evil. But I want to point out that we all remember Three Mile Island and Chernobyl. We realize that in todays dollars a meltdown could cost in dollars 160 b i o n . We re& that tourism and travel in Ohio earned 7.4 b i o n dollars in 1999 in addition to the health concerns we all must have. Davis-Besse is shut down which is relief to those who earn recourses from the fake and the surrounding area. I am a resident of Ohio and I for years have had concerns with nuclear power. The cost to us all CF, more than dollars and cents. We are taking of heatth. We all Eve with the fear of a nuclear melt down. Davis-Besses shut down has brought minor relief as I have mentioned. The costs to the NCR commission could be 160 b i o n dollars. The cost to the area could be 7.5 billion dollars. Its a loose loose proposition. I as all others would q p e c b t e Davis-Besse being off fine. We must realize the cost is greater than dollars. I would appreciate once again Davis Besse remain off line. We do have our futures, which go up in the smoke created by a melt down. I cherish my f$mify and I do not believe the information we receive after an accident is forthcoming with facts. When I drive past Davis-Besse I am afways fesufkl. This is one aspect that I consider. We want to see Davis-Besse continue to be closed. These are concerns that dont go away but with an accident many of us will go away. I would appreciate your prompt attention to my concerns. It is a necessary evil. An evil we have become dependent on but the health risks are a constant concern. Please respond. We must live m fear because of this necessary evil. What will be done is what you will do. I cannot change your mind unless you address the picture and the issue. Thank you for your consideration.

Dear Mr. Caldwell,

We live i m Ohio, a suburb of Cleveland, Ohio. We are concerned about the Davis-Besse nuclear reactor's safety and repair record, and feel it is a danger to our family and all other families in the area.

All of us want our children and grandchildren to live in a safe environment, and the Davis-Besse nuclear reactor poses a threat to us, our lake and water supply. Please keep the Davis-Base nuclear reactor closed. The NRC must remember that their top priority is for public safety, and not First Energy's schedule.

We will wait for your timely answer to our letter.

Thank you

Davis- Besse Nuclear Plant (Closed)

Dear Mr. Jim Caldwell,

I.

I am writing you in Regards to a campaign to kee the Davis-Besse Nuclear Plant closed. I live near the Lake Erie shoreline ind a p r o x . Q m l e South).

Im asking that you please keep this danperous plant closed most important y for public safety including my own. Facts are, that FirstEnergy is too incompetent to assure the public that there would never again be another disaster. Also, the plant itself is in a

shambles. Im and myself in February 2001 was diagnosed with Cance-This is in no way related to Davis-Besse, but I have a strong opinion on cancer patients and what causes it (radiation exposure for one). Again, a reason the plant needs to remain CLOSED. Lastly, we cannot take a chance to irreversible damage Davis-Besse could cause to our drinking water supplied by the beautihl Lake Erie. I am asking that you please seriously consider all dangers and what the public has to say in this matter, and you yourself will deny any request to reopen the plant. Thank You.

Dear Mi. Caldwell:

I am extremely concerned regarding the Davis-Besse nuclear power plant. It has had two near disasters and we dont need a third. We really do not need nor want nuclear power along with its radioactive waste.

I live in l ) O h i o and am concerned for our safety and the safety of Lake Erie and connecting waterways. Should the water be fouled, can you tell me where clean undamaged drinking water will come fiom?

NRCs top priority is supposed to be the public safety! First Energys concerns should NOT be considered.

For the safety of the people in Ohio and the waters of Lake Erie, I ask that you KEEP DAVIS BESSE NUCLEAR REACTOR CLOSED!

I await your response.

Very truly yours, UJean M. Novak

Dear Mr. Caldwell,

I am concerned about the reopening of the Davis-Besse plant. It has been plagued with problems over the years and I don't want it to be our legacy to our children, thatwe didn't do everythingwe cwld to ensure their future of a safe environment. It has the potential of creating the most horrendous accident known to this area. Please consider my request to keep the plant closed. We enjoy a natural resourcethat is very precious to us here in Ohio, namely Lake Erie. I would hate to think we would be the generation that killed this resource for our children, and their future children to come.

September 18,2003 Mr. Jim Caldwell, Regional Administrator U.S. Nuclear Regulatory Commission 801 Warrenville Road Lisle, IL 60532-4351

Dear Mr. Caldwell,

Please allow me a bit of what I am sure is a very busy day.

My name is Gene Gates and I live at writing to you to express my conce specifically regarding the Davis-Besse nuclear power plant. I am aware of the discovery of a leak at the plant and must say that I was very disturbed when I realized how dose I live to a potential nuclear disaster.

I am of the understanding that the primary purpose and function of the Nuclear Regulatory Commission is public safety with respect to our nuclear energy facilities, and the regulation of these facilities to ensure that they are properly maintained and safely operated. In light of the fact that Davis-Besse "barely" avoided a catastrophe, 1 believe that the most prudent measure would be to keep Davis-Besse closed until FirstEnergy, its owner, has the reactor safely and adequately contained and has also implemented a "fool-proof' plan to monitor the state of the reactor with a contingency plan in place to avert disaster in the event of any problems. Any thing short of this is insufficient to give the neighboring communities any peace of mind knowing that they live and work in relatively dose proximity to a potential nuclear disaster.

If you have any questions, 1 can be reached via written correspondence, phone, or email using the information listed in the header of this correspondence. Otherwise, please respond to this correspondence at your earliest convenience. Your consideration and action would be greatly appreciated. I look forward to hearing from you.

Respectfully, Gene C. Gates GCG/me

Dear Mr Caldwell. I am an Ohio Citizen living in-Ohio. I believe that the David-Besse power plant should not be re-opened, until the proper authorities are absolutely certain that the plant poses no risk to the people who live near it, and that it does not pose any threat to Lake Erie. Also First Energy should investigate safer means of energy. The respective citizens of Ohios safety are much more important than First Energys timetable. Please respond on how our safety concerns are being met. Thank you.

September 18,2003 Jim Caldwell, Regional Administrat0r US Nuclear Regulatory Commission 801 WarrenvilleRd Lisle, IL 60543-435 1 RE: Fwst Energy & the Davis-Besse plant

Dear Mr. Caldwell,

I want to strongly urge the continued closu_, of the Davis-Besse Nuclea Power Plant, the flaws discovered in March 2002 are astound=

As Im sure youre well aware, First Energy is not concerned with providing SAFE energy from this plant. Given the latest black-out and accusations flying against First Energy it seems likely that they will be even more determined to pursue dollars instead of safety.

According to the PBS Program NOW (http://www.Dbs.orn/now/transcript/transml)

The industrysown monitoring group, the Institute.ofNuclear Power operations, formed after Tbree Mile Island, has already come to its own conclusions about plant management. In a confidential report leaked to the press, the group found FirstEnergy had fallen prey to excessive focus on short term production goals and a lack of sensitivity to nuclear d k t y .

And your own agency beam some of the blame in this fiasco But the findings of an inkma1 NRC report contained some damning information,It found the commissionsdecision not to close the plant was deeply flawed and was: .-.driven in large part by a desire to lessen the fhmcial impact on first energy.. .

It is your agencys job to make sure that nuclear power plants are safe and that the companies that run them do so in a responsible manner. I cant believe that First Energy can possibly meet those requirements given its current financial state. It didnt put safety fist before its current problems, your agency didnt pursue with due diligence the discovered flaw. Now the public is supposed to believe that the plant can open and well be safe. Ifthis plant is allowed to reopen and disaster strikes, will the decision be based on a desire to lessen the financial impact.. .-I think the cost in human lives (forget Lake Erie and the economic consequences) will then ultimately rest with your agency.

Sincerely, .

Davis-Besse Nuclear Power Plant Toledo, Ohio

Dear Mr. Caldwell:

This letter comes to you from a concerned citizen retired chemical engineer. I have followed the poor operation and maintenance history of the above named plant. And I live near the Perry Nuclear Plant fortunately not downstream of the prevailing westerly winds. Past reports have shown that the downstream inhabitants have a higher incidence of cancer illnesses than those who are not in the downstream areas. When I asked the Health Department of the Lake County to determine same downstream of Perry, they gave the excuse that the data would not be conclusive. Obviously, this the big business utility powers that are a t work as usual.

The main impact of this letter is to keep Davis-Besse shut down based on its poor record of operation and maintenance. Plus these downstram dangers. And I think Perry should also be taken off line and shut down.

This was one of the dumbest decisions that the then Illuminating Company made. They could not even finish Unit #2 in their poor financial planning. I'm sure you are aware that the Germans a r e phasing out nuclear power totally and that nuclear power is in its last days here in the United States.

Dear Mr. Dyer:

I live in t Ohio, just east of Davis-Besse. I am greatly concerned, and have been for many years, about the anger t at so many American citizens are in because of the nuclear power plants in and near so many communities.

My concerns are many:

-the vulnerability to terrorist activities (homegrown or foreign)

-the extreme danger to (not only people of course) and irreparable damage to the environment even in the normal course of the operations of these plants

-the impossiblity of securing a perfect, safe, permanent environment for the spent fuel rods

-the neglect to develop sustainable, affordable, SAFE energy (Keeping corporations from being given the same status as individual citizens is vital to protecting the health and safety of those citizens. Corporate impact on the political system, because of the absence of any serious campaign finance reform, violates the very core ideals of our Republic; it's detrimental to individual citizens' well being.)

-and, the inability to keep these facilities well managed is a minor concern compared to all of the other dangers If you are a man of conscience, and I must assume you are since you hold a most important position, I urge you to read Dr. Helen Caldicott's latest book: "The New Nuclear Danger".

I urge you to keep Davis-Besse closed - forever. And I urge you to work for sustainable, safe energy. Please keep me informed of the status of this important issue.

I am writing as a concerned citizen who happens to live downwind of the Davis-Besse nuclear power plant. I feel the plant poses a continuing danger to me, my family, and the entire ecosystem of the Great Lakes region. I do not believe that adequate safety measures have been put in place, nor that sufficient monitoring capabilities exist, to warrant reopening the plant.

It is my understanding - as I hope it is yours - that the primary responsibility of the NRC is to assure the public safety, not accommodate electric utility companies. I urge you to keep the Davis-Besse plant closed indefinitely.

I would appreciate an immediate reply to the concerns expressed in this letter.

Respectfully, Robert Shafi-an,Ph.D.

Dear Mr. Caldwell,

ha-d no health insurance, and because severe birth defects are not readily accepted by Greek society Recently, the Davis-Besse Nuclear Power Plant had a near accident. Such an occurrence would have been extensive, causing tragic effects for everyone living in a wide area surrounding the plant. I realize the need for reliable, economical power, but above all, this power must be safe.

My son's life has been forever altered because of short-cuts and incompetence on the part of the defunct Soviet government. I am eternally blessed to have him in my life, but God forbid that any other live will be similarly altered, especially in such a fair, democratic, and advanced society as ours.

Please make sure that the health and safety of United States citizens take precedence over the capitalistic concerns of FirstEnergy.

Dear Sir:

I and my family live in- OH. We are gravely concerned about the Davis-Besse Nuclear Power Plant and the impending reopening of this facility.

As you and the United States NRC is aware, their safety track record is horrible from all weve heard and read in the news and otherwise. We,the taxpayers, wrtahly expect the NRCs top priority to be public safety, not First Energys scheduling concerns.

For our &e@ and the d k t y of all fives in the Cheat Lakes Region, please act respunsibly and keep the Davis-Besse nuclear reactor dosed. Our lives and our childrens lives depend on this decision. Please make it be the right one.

I live downwind of the Davis-Besse Nuclear Power plant. I have seen the illustrations of the potential coverage of a radioactive release from the plant, and I have to admit it is troubling to me in light of the recent findings at the plant.

I am appalled at the lack of proper oversight as well as the lax management that could allow problems such as the corrosion of the steel lid of the containment vessel. If something so major can go unnoticed, what lesser problems would be found throughout the plant?

The NRC hnctions at the pleasure of the public, not the power industry, and should be representing olir interests, not theirs. Therefore, I emourage you to keep the Davis-Besse plant closed until First Energy takes truly appropriate measures to ensure the safety of the plant and the residents of northern Ohio.

I would appreciate your timely response, and hope that your actions are in the publics interest.

Thank You, I Mike Kraft

It appears that this plant has been severely neglected and poorly maintained. The NRCs top priority should be safety and by all accounts the Davis-Besse Plant is not safe. Reopening it would threaten the environment and the lives of tens of thousands lives. Even a small accident could have irreparable damage to the Lake Erie area.

I would appreciate if you could keep me informed of you plans and reasoning for reopening a nuclear power plant that has had a record of shoddy maintenance and unsafe practices.

Dear Mr. Dyer:

I was recently approached by a member of Ohio Citizen Action Organization concerning their concerns about the safety of the Davis-Besse Nuclear Power Plant.

I have been following the newspaper stories of what has been happening there, and while I understand the need and the reasoning behind nuclear power plants, but my family lives within m miles of the plant. So I naturally worry a little about whether or not the repairs are being rushed. I implore you to be conscientious in your inspections.

Thank you for your attention.

Dear Mr. Dyer:

1 am concerned about FirstEnergy's plans to reopen the Davis-Besse nuclear reactor.

The location of the plant itself is cause for concem-a densely populated region with millions of people.

My family and I live north of Milwaukee, Wisconsin, along the shore of Lake Michigan.

It might seem like a long way-fromDavis-Besse, but it's not We're connected by the Great Lakes, the largest bodies of fresh water in the wortd. We dare not put this irreplaceable resource, and the lives of millions of people, in jeopardy.

Yet Davis-Besse remains the most dangerous nudear piant in America. In f ebruary 2002, it came daser to a nudear meltdown than any US. plant since Three Mile Island.

And investigators have discovered the cause: years of management neglect for basic maintenance, lying to regulators, ignoring employees warnings, and punishing anyone who spoke out.

Fifteen months later, none of the top managers have been replaced, and the company's own investigation shows continued widespread intimidation of workers who discover safety problems.

The NRC's top priority must always be public safety, not the profitability or the shedub of firstEnergy.

I ask you to keep the Davis-Besse nuclear reactor closed. You have the authority as regional administrator of the U.S. Nuclear Regulatory Commission (NRC) to keep Davis-Besse dosed. You should use this authority.

Please let me know how you intend to respond to this crisis.

Public Safety

Dear Mr.Dryer,

I am very concerned abou. the safety of the Grea, Lakes Population. It appears that the nuclear power plants have been handled with neglect and carelessness.

The inspections of the Davis-Besse Nuclear is a very good example. How could the Inspectors consider our safety of such little concern. A accident there would destroy millions including myself, my children, and my grandchildren. Please, Do Not Let Davis-Besse open unless there is a complete overhaul of the nuclear vessel.

Our scientist have really let us down. Three Mile Island is in trouble again.

Russia is having trouble with their Chernobyl Plant again. Our Perry Plant was built on a earthquake fault. These are examples. Don't let Davis-Besse be another disaster.

I am retired and I am concerned for my family. Please write to me with a response as to my heartfelt concern for the future safety of the Lake Erie Population.

Dear Mr. Dyer:

I urge you to keep the DavaBesse nuclear reactor cAxed. The plant has had a poor safety record, and I doubt there has been sufficient time to successfully address the recent safety concerns, such as the deterioration in the reactor vessel head. The potential of disaster demands extreme caution.

Although I live on the east side of Cleveland, I know that even this far away, my friends and neighbors could suffer health consequences of an accident. In addition, I am also concerned about protecting the natural resource of Lake Erie, where contamination could not only afect drinking water supplies, but also the lakes ecosystem.

For now, I want you to keep the reactor closed-and closed until we are absolutelysure that the reactor is safe and that the management of the facility is adequate to operate it safely. I doubt that is anytime soon.

I look for your response.

Dear Mr. Dyer,

As a resident of OH,I am asking you to keep the Davis-Besse nuclear concerned that the plant is not safe enough for operation.

Nuclear power is a risky endeavor, even under the best of circumstances. The NRCs top priority must be public safety, not the profit margin of local vendors.

As citizens who ultimately pay for the function of power plants, and for the salaries of the individuals employed by the energy vendors, we deserve energy that does not harm us or our environment.

Please start working, immediately, to keep the reactor closed, and to enforce the safest standards for nuclear reactors.

Dear Mr. Dyer:

I am writing this letter to state my position on David-Besse Plant. 1 urge you to consider keeping the plant closed. I live 1&0hio -Lake Erie and realize the dangers that David-Besse could cause to our lake ifthe next near disaster becomes a realty.

Besides all of the health issues and dangers to those living near David-Besse I see one issue that would directly affect me is the loss of our Lake Erie.

The water I get daiiy, which many times I take for granted, is supplied to me fiom the City of Huron Water Filtration Plant, which is pumped out of Lake Erie. Even if1 may never be affected personally I cannot forget the ones who may be Xa disaster would occur.

So I urge you once again to look at all sides of this issue before a decision is made concerning the David- Besse Plant.

Dear Mr. Dyer,

As I go through the normal actions of living (working, keeping house, raising children, etc) Irarely question where my electricity comes from. Iam one of the Baby Boomers and it has always been a part of my life.

Stories such as the Erin Brockovich story and the news about Besse-Davis makes the normal, every-day person stop and think. Just how safe is my family? What diseases are related to leaks in the reactors?

A member of the Ohio Citizen Action Organizationstopped at my door last night and presented me with some materials about the Nuclear Reactor in Toledo. Ihave been on the Internet for the last couple of hours doing my homework. To say the least, my concerns are at peak levels again.

Most of the information I have printed from various sources suggest instability of Pressurized water reactors.

Iam glad that the Besse-Davis has been closed until the necessary repairs have been made. Iunderstand that out of the nine nuclear reactors in Ohio only 1 is in operation, and the other being Besse-Davis which has proved to be cracking and unsafe.

Please consider the long term use of nuclear energy vs long-term safety for the people supposedly benefiting from this energy, not to mention being a target for terrorists which is a whole new ball game.

I plan on reading the copious amounts of information that I printed off the Internet today in more detail tonight, but 1 wanted to express my concern for the future health concerns of Ohio residents. I have always lived in Ohio and pray that the right decision is made. There must be a better way to produce energy safely!

World-wide problems have been associated with this cooling system. Please do not allow this plant to reopen until the cooling system has been tested and proven safe.
