August 19, 2002 NOTE OF TELEPHONE CALL RECEIVED BY:
Bob O'Connell
SUBJECT:
NMSS-2002-A-0002 On August 19, 2002, the alleger contacted me by phone. He wanted to know whether we had received his previous phone message, since the voicemail memory had run out. I indicated that the'staff involved in review of his concerns had been away from the office, but that NMSS would be reviewing the information we had received. He then proceeded into a long and complex discussion of technical issues he had raised and which he said the staff was misunderstanding.
He said he does not understand how the staff can say the allegation is closed, because design control was lost, and that needs to be addressed as a nuclear safety issue. I asked him to put his concerns in writing and send them to us so that the staff could have them to consider as part of our review. He said he would do so, probably in an email. He particularly wanted it pointed out that the staff should look at the design calculations from Holtec, which Corn Ed was supposed to review but did not review.
In addition, he wanted to know the status of the staff's review of concerns he had raised regarding seismic issues related to MOVs, and about Zion shaving calculations. He said he had raised them with Ril, and that Rill had said they were being transferred to HQ. I said I would ask Rill or NRR to contact him regarding those matters.
