NMSS-2002-A-0002 U. S. Tool & Die I Holtec On April 25, 2002, 1 received a telephone call from the alleger which he stated was in response to my letter of April 18, 2002.

He stated that there had apparently been a misunderstanding from his meeting with Mr. Hodges, and that he had intended to convey not that he would be providing more information to us, but only that he would be available to provide any additional information if the staff needed it. He said he thought that what he had provided already was clear, but that if it is not, he would be willing to provide more information.

He reiterated that his concern was that the design control was lost for the dry casks because of the improper handling of the "as is," "repair or rework," etc. He said that when he raised the issue with the Holtec QA manager, the Holtec QA manager did not know the difference.

He also said he had raised an issue about seismic qualification of valves with Region I, and did not know what was happening with it. He said Ril told him it would be referred to NRR. I said I would check on what happened with it and let him know.

Following the call, I spoke with the Rill OAC regarding the matter. Rill is referring that issue to the licensee and has advised the alleger of that referral in a status letter dated 4/24/02.

I told the alleger that I would pass along the fact that he would be available if more information is needed but that he had not intended to send additional info, and that the technical staff might contact him if further info is needed.
