SUMMARY
OF SEPTEMBER 30, 2003, MEETING WITH TVA TO DISCUSS NOMINAL TRIP SETPOINT TECHNICAL SPECIFICATION CHANGE REQUEST (TAC NOS: MB7207 AND MB7208)
On September 30, 2003, the U.S. Nuclear Regulatory Commission (NRC) staff met with representatives of Tennessee Valley Authority (TVA) at the NRC Headquarters in Rockville, Maryland. TVA requested this meeting to discuss NRC staff questions and concerns regarding the Sequoyah Nuclear Plant Technical Specification (TS) amendment change request concerning the revision to the trip setpoint column of the Reactor Protection System (RPS) and Engineered Safety Features instrumentation TS tables. These proposed changes would utilize a nominal setpoint value and revise the associated Bases discussions This meeting was classified as a Category 1, which provided an opportunity for members of the public to communicate with the NRC staff after the business portion of the meeting but before the meeting was adjourned. Enclosure 1 is a list of attendees, and Enclosure 2 is a copy of TVAs handout distributed during the meeting. Additional information provided to the NRC staff during the meeting has been placed in ADAMS under accession numbers ML032760661, ML032760673 and ML032760682.
The licensee provided an overview of the submittal, which included a discussion on the various TS Task Force (TSTF) changes used and the accompanying TS format changes. The NRC staff requested clarification regarding the methodology used to determine the nominal setpoints. TVA indicated that two methods were used. For the Reactor Trip System setpoints, WCAP-11239 Method 3 with TS calculation check was used. The NRC staff noted that there were generic issues being reviewed by the NRC staff concerning the use of Method 3 of the WCAP-11239, but would not be specifically discussed in this meeting. The other changes used a TVA methodology similar to the Westinghouse Method 3.
TVA indicated that the submittal would be creating four new Limiting Conditions for Operations (LCOs). In some cases the setpoints contained in the new LCOs were just relocated, in other cases the setpoints were not previously contained in the TSs. For these setpoints, the NRC staff questioned which setpoints would be relaxed by the proposal and the significance of the relaxation. This question will be forwarded to TVA with additional NRC staff questions at a later date.
2 TVA provided feedback regarding NRC staff review of TS BASES and provided suggestions on ways to improve the licensing aspects of the amendment process. At the conclusion of the business meeting, comments were solicited from members of the public, but there were none.
The NRC staff noted that the above meeting was beneficial in gaining an understanding of TVAs submittal.
