ENVIRONMENTAL ASSESSMENT BY THE U.S. NUCLEAR REGULATORY COMMISSION FOR THE RENEWAL OF SURRY POWER STATION
Dear Mr. Warren:
The U. S. Nuclear Regulatory Commission (NRC) is considering amending Virginia Electric and Power Company (Dominion) License No. SNM-2501 to authorize the renewal of the Surry Independent Spent Fuel Storage Installation (ISFSI) located in Surry County, Virginia. By letter dated April 29, 2002, Virginia Electric and Power Company submitted an application for the renewal of the Surry ISFSI License. An applicant for a license of this type must submit an environmental report as part of its application, as required under 10 CFR Part 51 of the NRCs regulations. The NRC staff reviews this information in accordance with the requirements of the National Environmental Policy Act, as specified in 10 CFR 51.10.
The NRC staff has completed its environmental review of Dominions application, and we have drafted an Environmental Assessment (EA) to document our findings. We conclude in the EA that the proposed action will not significantly affect the quality of the human environment.
Consistent with NRC policy, on October 16, 2003, you were informed of the NRC staffs preliminary determination and requested to provide comments on behalf of the State of Virginia.
The State did not wish to review the EA or provide comments. The Environmental Assessment will note that the State was consulted and had no comments. Concurrent with the issuance of the EA, the staff plans to forward its Finding of No Significant Impact for publication in the Federal Register.
