Dear Mr. Walters:
As requested in your September 29, 2003, letter to Glenn Tracy, we are providing our comments (enclosed) on Revision A of the template that industry intends to use for preparing security plan submittals in accordance with the April 29, 2003, Nuclear Regulatory Commission design basis threat (DBT) Order.
Portions of the enclosed template have been revised to reflect insights gained during our October 23, 2003, meeting. Accordingly, we request that you use this version to provide your feedback to us and to document progress in reaching a version that we can endorse as an acceptable approach to be used by licensees to satisfy the requirements in the April 29, 2003, DBT Order.
