MILLSTONE POWER STATION, UNIT NO. 2, FACSIMILE TRANSMISSION, DRAFT REQUEST FOR ADDITIONAL INFORMATION (TAC NO. MC0743)

The attached information was transmitted by facsimile on October 23, 2003, to Mr. David Dodson of Dominion Nuclear Connecticut, Inc. (the licensee). This draft RAI was transmitted to facilitate an upcoming conference call in order to support the technical review being conducted by the staff and to clarify the licensees relief request RR-89-44 for Millstone Power Station, Unit No. 2 (MP2) dated September 15, 2003. The licensee's submittal requests relaxation from the certain requirements of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME Code) for the Pressurizer & Steam Generator Half Nozzle Temperbead Welding Repair Relief Request RR-89-44 at Millstone Unit No. 2.

This memorandum and the attachment do not convey or represent an NRC staff position regarding the licensees request.

ATTACHMENT DRAFT REQUEST FOR ADDITIONAL INFORMATION RELATED TO RELIEF REQUEST RR-89-44 RELAXATION OF THE AMERICAN SOCIETY OF MECHANICAL ENGINEERS BOILER AND PRESSURE VESSEL CODE REGARDING THE PRESSURIZER AND STEAM GENERATOR HALF NOZZLE TEMPERBEAD WELDING REPAIR AT MILLSTONE UNIT NO. 2 DOCKET NO. 50-336 1.

This relief request has been written with requirements similar to ASME Section XI Code Case N-638, which has been accepted by the NRC. This Code Case does not exempt the user from the requirement of measurement and recording of the process temperatures, such as, preheat temperature and interpass temperature. Measurement and recording of the process temperatures shall be included in the pressurizer & steam generator half nozzle temperbead welding repair procedures and relief request.

Therefore, Dominion shall address measurement and recording of the process temperatures, such as, preheat temperature and interpass temperature in the relief request. The staff asks Dominion to address this measurement and recording before the present repairs are started.

Relief Request RR-89-44 is designated as Attachment 1 on the title sheet of the request. On all of the other pages this document is referred to as Enclosure 1. There is a different document attached to this Relief Request which is referred to as Enclosure 1.

The staff requests that Dominion correct this anomaly.

Dominion is making this relief request in accordance with 10 CFR 50.55a(a)(3)(ii), which states that relief is being requested due to hardship and unusual difficulty because of a substantial increase in radiological dose. The staff asks Dominion to state the estimated dose and dose savings to be realized if this relief is implemented.
