ANO has Requested a Meeting Re: Appendix R Issue ANO received a draft coppy of the NRR response to the NEI developed position on Appendix R, Apparently this response was inadvertently made publically available during the review and comment phase.
After having read the draft, ANO personnel were concerned that their main position was not properly understood, so they have requested a face to face meeting to describe their position.
Basically, they believe that if manual actions can be performed that make the cables unnecessary, then the cables do not have to meet Appendix R III.G.2 requirements. Our view is that If the components are necessary for safe shutdown and if the components are normally operated using power and control cables then the cables are within the scope of Appendix R. II.G.2 except as provided for In III.G.3. As I understand it, we believe that the original Intent of the rule was that If you rely on manual actions, then you should upgrade the control of manual actions as described in III.G.3.
What are your views on meeting with them?
Do we need to add anything to the NRR letter to make sure that their point has been dearly addressed? Do we need to add anything to the Region letter to make sure that their point is dearly addressed?
