October 7, 2003 Mr. Roy Anderson Chief Nuclear Officer and President PSEG Nuclear LLC - N09 P.O. Box 236 Hancocks Bridge, NJ 08038

SUBJECT:

REQUALIFICATION PROGRAM INSPECTION - HOPE CREEK GENERATING STATION

Dear Mr. Anderson:

In a telephone conversation on September 16, 2003 Mr. Joseph DAntonio, Senior Examiner/Inspector, and Mr. Bud Havens, Simulator Instructor, made arrangements for the NRC to inspect the licensed operator LSRO requalification program at the Hope Creek facility.

The inspection is planned for the week of December 1, 2003 which coincides with your regularly scheduled requalification examination cycle. The staff at your facility should prepare and conduct the requalification examinations in accordance with your NRC-approved requalification program.

In accordance with 10 CFR 55.59(c), the NRC may request facility licensees to submit their comprehensive requalification written examinations or annual operating tests as necessary to support the NRC's inspection program needs. In order for the NRC to adequately prepare for this inspection, please furnish 1) an index or summary of condition reports written in the past two years in which licensed operator errors were determined to be the root or contributing cause; 2) the examination schedule, sample plan, written examinations, and operating tests scheduled for the week of the inspection to the NRC by November 24, 2003. Mr. Havens has been advised of this request and provided with the name and address of the NRC lead inspector assigned to this inspection.
