Dear Mr. Byrne:

This refers to the meeting conducted at the U.S. Nuclear Regulatory Commission, Region II office on September 23, 2003, with members of the V. C. Summer management staff. The meeting was conducted at your request, and its purpose was for your staff to inform the NRC of recent management changes and planned initiatives in the areas of physical security and emergency planning. The meeting was beneficial in understanding current actions at the Summer site. The meeting was closed to the public due to the need to discuss sensitive Safeguards Information, and as such, the presentation material used by your staff is not being included in this summary. A list of meeting attendees is enclosed.

In accordance with 10 CFR 2.790 of the NRCs Rules of Practice, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS).
