Dear Mr. Pietrangelo:

The purpose of this letter is to transmit the summary of a meeting with EXCEL Services Corporation regarding Technical Specifications Task Force (TSTF) issues. The meeting was held at the U.S. Nuclear Regulatory Commission offices in Rockville, Maryland, on September 23, 2003. The meeting dealt with the status of the TSTFs which had become subject to fees as a result of a letter from William D. Becker (NRC) to you on January 10, 2003.

SUMMARY

OF THE SEPTEMBER 23, 2003, NRC MEETING WITH TSTF REPRESENTATIVE TO DISCUSS THE PROPOSED CHANGES TO THE STS NUREGs Members of the staff met with EXCEL Services Corporation to discuss the status of TSTFs which had become subject to fees as a result of the January 10, 2003 letter from William D. Becker to Tony Pietrangelo. The TSTF changes discussed during the meeting involved editorial changes, incorporation of RAI responses and changes that were not substantial.

During the meeting the majority of the TSTFs were categorized as subject to fees or subject to withdrawal from consideration for review. The remaining few were defined by Excel as needing a minimum number of hours of review for completion. The term a minimum number of hours of review for completion was defined as the time required for the staff to review and process a Part 170 Exemption.

The staff intends to incorporate TSTFs that require a minimum number of hours of review for completion, and that will improve the STS, into the next revision to the STS. This revision (Rev. 3) is tentatively scheduled to be issued before the end of 2003. The determination that a particular TSTF meets the minimum number of hours for review completion will be determined by the TSS reviewer of the particular TSTF. We also agreed that the publication of Revision 3 would not be delayed if industry did not submit the TSTF information necessary for the staff to complete the reviews requiring a minimum number of hours to complete.

At the end of the meeting the participants discussed the feasibility of establishing an NRC in-house electronic data base that contained the 103 nuclear plants technical specifications. Both the industry and NRC representatives thought that the concept had potential value but needed to be analyzed further for cost/benefits.
