03-489 Attention: Document Control Desk NL&OS/MAE: R1 Washington, D.C. 20555-0001 Docket Nos.: 50-338/339 50-280/281 72-2/16 License Nos.: NPF-4/7 DPR-32/37 SNM-2501/2507 VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNITS 1, 2 AND ISFSI SURRY POWER STATION UNITS 1, 2 AND ISFSI TEMPORARY MODIFICATION OF IMPLEMENTATION OF ORDERS DATED FEBRUARY 25, 2002 AND OCTOBER 16, 2002 On February 25, 2002, the Nuclear Regulatory Commission (NRC) issued an Order for Interim Safeguards and Security Compensatory Measures to all operating nuclear power reactor licensees (EA-02-026). On October 16, 2002, the NRC issued an Order for Interim Safeguards and Security Compensatory Measures to all licensees who currently store spent fuel or have identified near term plans to store spent fuel in an Independent Spent Fuel Storage Installation (ISFSI) under the specific license provisions of 10 CFR 72 (EA-02-104).
Virginia Electric and Power Company (Dominion) initially responded to the February 25, 2002 Order in letters dated March 15, 2002 (Serial Nos.02-135 and 02-136), and to the October 16, 2002 Order in letters dated November 1, 2002 (Serial Nos.02-646 and 02-647).
As part of the preparation for the arrival of Hurricane Isabel, we have assessed our compliance strategy for the Security Orders and determined that due to predicted weather conditions and the concern for security personnel safety, Dominion may need to temporarily modify our implementation of those interim compensatory measures (ICMs) that are delineated in the attachment to this letter. Altemate security measures will be initiated when possible based on weather limitations and personnel safety concerns.
These items were discussed with the NRC staff in multiple telephone conversations on September 17, 2003.
Dominion specifically requests a one-time temporary modification of the implementation of our response to the ICMs that are identified in the enclosed attachment. This one-time temporary modification will be used as necessary to address the effects of weather and for a period of time corresponding to abnormally high wind conditions and rain due
to the passing of Hurricane Isabel.
This request is necessary to protect security personnel from hazards associated with the weather conditions during the hurricane.
