DIABLO CANYON POWER PLANT, UNIT NO. 1: FINAL ACCIDENT SEQUENCE PRECURSOR ANALYSIS OF MAY 2000 OPERATIONAL EVENT

Dear Mr. Rueger:

Enclosed for your information is the final Accident Sequence Precursor analysis of an operational event which occurred at the Diablo Canyon Power Plant, Unit No. 1 in May 2000.

This event was documented in licensee event report 275/2000-004-01, dated May 5, 2000. The final analysis was prepared based on the staffs review and evaluation of your comments on the preliminary analysis. The responses to your specific comments are included in the enclosure.

The review of your comments utilized the criteria contained in the material which accompanied the preliminary analysis. The results of the final analysis indicate that this event is a precursor

[i.e., the importance or change in core damage probability >1E-6].

The NRC staff is continuing to review the appropriate classification of these documents within our records management program due to changes in our practices following the events of September 11, 2001. Pending a final determination, the attached analyses have been marked as "Sensitive Information" in accordance with Section 2.790(d) of Title 10 of the Code of Federal Regulations. Please control the document accordingly (i.e., treat the document as if you had determined that it contained trade secrets and commercial or financial information that you considered privileged or confidential). We will inform you if the classification of the document changes as a result of our ongoing assessments.
