Dear Mr. Powers:
This letter refers to an investigation conducted by the U.S. Nuclear Regulatory Commission (NRC), Office of Investigations (OI) to determine whether an employee in the plant machine shop deliberately cut an O-Ring in order to get time off of work. Based on the evidence developed during the investigation, we did not substantiate the issue. The synopsis from the OI report of investigation is enclosed.

SYNOPSIS This investigation was initiated on August 15, 2001, by the U.S. Nuclear Regulatory Commission, Office of Investigations, Region III, to determine the circumstances surrounding an allegation that on or about August 10, 2001, an employee in the plant machine shop at the D.C. Cook Nuclear Power Plant (Cook) deliberately cut an O-ring in order to get time off from work.
Based on the evidence developed, this investigation did not substantiate the allegation that on or about August 10, 2001, an employee in the plant machine shop at Cook deliberately cut an O-ring in order to get time off from work.
