SUMMARY
OF TELECOMMUNICATION WITH ROCHESTER GAS &
ELECTRIC CORPORATION (RG&E) TO DISCUSS SCOPING OF STRUCTURES, SYSTEMS, AND COMPONENTS WITHIN THE SPENT FUEL POOL AND FIREWATER SYSTEMS RELATIVE TO THE R.E. GINNA NUCLEAR POWER PLANT LICENSE RENEWAL APPLICATION On August 28, 2003, the NRC staff (the staff) and representatives from RG&E held a telecommunication conference call (telecon) to discuss potential open items relative to the safety evaluation report (SER) for Ginna. A list of telephone participants is shown in. The following is a summary of the discussions:
Potential Open Item 2.3.3.3 -1:
Subject:
Spent Fuel Pool (SFP) makeup water supply This potential open item (OI) requested the applicant to justify the exclusion of the alternate SFP makeup water supply piping and valves from the scope of license renewal.
The applicant indicated that the piping and valves from the refueling water storage tank and chemical and volume control system holdup tanks to the SFP are not in scope of license renewal and are not part of the design basis for Ginna although they are described in the updated final safety analysis report (UFSAR). The applicant believes that SFP boiling due to a complete loss of SFP cooling is hypothetical and therefore, make-up to the SFP is not a requirement or assumed in their current licensing basis (CLB). The Ginna design basis is to maintain SFP water at less than 180°F.
The staff stated that a station black out (SBO) is part of the design basis and, as such, a complete loss of SFP cooling is part of the design basis of Ginna. The staff also indicated that, while a make-up to the pool would be necessary under unlikely conditions, those conditions are not hypothetical. For these reasons, the staff believed that a SFP make-up is credited in the applicants licensing basis and therefore, meets license renewal scoping criterion 10 CFR 54.4 (a)(2).

Jockey Pumps This potential OI requests the applicant to provide the basis for concluding that the firewater service water booster pump, piping, and valves back to the service water system are not in scope of license renewal.
The applicant stated that the firewater jockey pump, piping, and valves are not in scope of license renewal. The applicant stated that jockey pumps are second or third tier functions and provide level control to the firewater system.
The staff considered that the jockey pumps are part of the CLB. The staff explained to the applicant that Section 9.5.1.2.3.2 of the UFSAR states A 15,000-gal pressure tank (10,000 gal of water) and a 120-gpm centrifugal jockey pump maintain system pressure at a minimum of 100 psig. In addition, Section 4.3.1.2 of the staffs SER governing Fire Protection for Ginna, issued February 14, 1979, states that, A 15,000 gallon pressure tank (10,000 gallons of water) and a 120 gpm centrifugal jockey pump maintain system pressure at a minimum of 100 psig.
The staff mentioned that Section 9.5.1 of the applicants UFSAR states that the firewater system was designed in accordance with the standards of the National Fire Protection Association (NFPA). The NFPA standards recommends that a pressure maintenance system (which may include jockey pumps) be installed to prevent wear of the main fire water pumps.
The staff believes that the UFSAR describes the pressure maintenance function as being provided by the tank and the jockey pumps.
The applicant has had an opportunity to review and comment on this summary.
