NORTH ANNA POWER STATION UNITS 1 AND 2, AND INDEPENDENT SPENT FUEL STORAGE INSTALLATION (ISFSI); AND SURRY POWER STATION UNITS 1 AND 2, AND ISFSI - TEMPORARY MODIFICATION OF IMPLEMENTATION OF NRC ORDERS EA-02-026 AND EA-02-104 (TAC NOS.

Dear Mr. Christian:
By letter dated September 17, 2003, Virginia Electric and Power Company (VEPCO) requested a one-time modification from specific interim compensatory measures (ICMs) listed in the U.S.
Nuclear Regulatory Commission (NRC) Orders EA-02-026 and EA-02-104 for the North Anna and Surry Power Stations, Units 1 and 2, and their respective Independent Spent Fuel Storage Installations (ISFSIs). VEPCO indicated that due to the severe weather associated with Hurricane Isabel, it might be necessary to modify implementation of several of the ICMs contained in the Orders. Specifically, VEPCO proposed a one-time modification to the implementation of its response to ICMs C.1.b and C.3.a(1) of NRC Order EA-02-104, and ICMs 2.b, 4.a, and 4.e of NRC Order EA-02-026.
The NRC staff has concluded that your proposed one-time modification to the ICMs contained in NRC Orders EA-02-026 and EA-02-104 is acceptable for North Anna and Surry Power Stations, Units 1 and 2, and their respective ISFSIs. The NRC staff understands that the contingency plans proposed by VEPCO will no longer be used once the severe weather condition has passed.
