Dear Dr. Diaz:

I am writing to request that the United States Nuclear Regulatory Commission (NRC) urgently and thoroughly review the petition that was recently submitted by the Union of Concerned Scientists and Riverkeeper, Inc. The petition challenges the safety of the containment sumps system that would be called upon to mitigate the consequences of an accident involving the loss of coolant liquid from the Indian Point nuclear reactors.

According to the petition, NRC-released reports indicate that the possibility of a serious incident involving the Indian Point nuclear reactors increased many times over because there is a "very high likelihood" that debris dislodged by a broken pipe would obstruct the proper functioning of the emergency coolant systems. This could quickly result in overheating of the reactor's core and ultimately the release of a radioactive plume.

As we have discussed, I believe that a plant like Indian Point, set in such a densely populated area, should be required to meet the highest standards for safety and security and that it is essential that NRC take concrete steps to ensure the safety of the Indian Point reactors. A prompt and thorough review of the petition brought by the Union of Concerned Scientists and Riverkeeper is one of those steps, and I hope to hear from you soon about how the NRC will proceed on this important concern.
