- CUSHING, OKLAHOMA 74023 September 12, 2003 Mr. Derek Widmayer Low-Level Waste & Decommissioning Projects Branch Division of Waste Management Office of Nuclear Materials Safety & Safeguards US Nuclear Regulatory Commission Washington, DC 20555 Re:
Docket No. 70-3073; License No. SNM-1999 Extension of Deadline for Response to NRC Request for Additional Information
Dear Mr. Widmayer:
Kerr-McGee (KM) received a Request for Additional Information (RAI) related to KM's proposal deriving concentration limits for groundwater at the Cushing site. KM, Nextep, and Enercon personnel met to discuss the best way to respond to this RAI. Since the original submittal, it has been determined that there is only one area in which groundwater is impacted by licensed material at any concentrations that may be of concern.
Because the dose model can be applied to a specific portion of the site, the project team discussed those parameters for which site-specific parameters can be utilized in place of the default parameters used in the original submittal. Current plans are to collect soil samples for laboratory analysis (including partitioning coefficient, or Kd) and to conduct some aquifer testing to determine the long-term yield of this shallow aquifer.
This field and analytical work makes it impossible to collect this data and run the model within 30 days, not even considering the time required for sensitivity analysis. Consequently, KM requests that NRC grant an extension of the time required to submit this response to 120 days from the date of the letter. If you have questions or comments, please call me at (918) 223-2522 (Cushing) or (405) 642-5152 (cell).
