MILLSTONE POWER STATION, UNIT NO. 2, FACSIMILE TRANSMISSION, ISSUES TO BE DISCUSSED IN AN UPCOMING CONFERENCE CALL (TAC NO. MC0279)

The attached information was transmitted by facsimile on September 4, 2003, to Mr. Ravi Joshi of Dominion Nuclear Connecticut, Inc. (the licensee). This information was transmitted to facilitate a upcoming conference call in order to clarify the licensees relief request RR-89-43 for Millstone Power Station, Unit No. 2 (MP2) dated August 11, 2003. The proposed alternative requests approval for the temporary use of Mechanical Nozzle Seal Assemblies (MNSAs) in the repair of degraded pressurizer heater nozzles. A previous alternative was authorized for use of MNSAs on two specific pressurizer heater penetration nozzles at MP2 on March 22, 2002, with a corrected Safety Evaluation being issued on June 19, 2002. The proposed alternative would be applicable to the remaining pressurizer heater penetration nozzles.

This memorandum and the attachment do not convey a formal request for information or represent an NRC staff position.

ISSUES FOR DISCUSSION IN UPCOMING TELEPHONE CONFERENCE RELATED TO RELIEF REQUEST RR-89-43 FOR TEMPORARY INSTALLATION OF MECHANICAL NOZZLE SEAL ASSEMBLIES ON PRESSURIZER HEATER PENETRATION NOZZLES MILLSTONE POWER STATION, UNIT NO. 2 DOCKET NO. 50-336 By letter dated August 11, 2003, Dominion Nuclear Connecticut, Inc. (the licensee), submitted proposed relief request RR-89-43 for Millstone Power Station, Unit No. 2 (MP2). The proposed alternative requests approval for the temporary use of Mechanical Nozzle Seal Assemblies (MNSAs) in the repair of degraded pressurizer heater nozzles. A previous alternative was authorized for use of MNSAs on two specific pressurizer heater penetration nozzles at MP2 on March 22, 2002, with a corrected Safety Evaluation being issued on June 19, 2002. The proposed alternative would be applicable to the remaining pressurizer heater penetration nozzles.

The NRC staff has reviewed the information the licensee provided that supports the proposed relief request and would like to discuss the following issue to clarify the submittal dated August 11, 2003:

1. Section 6.0 of the Relief Request states, in part, that: "Prior to exceeding two operating cycles, MNSAs will be removed and appropriate repair or replacement activities will be implemented." Provide the schedule for submitting long term repair/replacement solutions to the NRC for the two pressurizer heater penetration nozzles which presently utilize MNSAs.
