Davis Besse Nuclear Power Plant Restart In consultation with the Ohio Emergency Management Agency, we concur that there are no off-sight emergency planning issues that should be addressed by the Nuclear Regulatory Commission QWC) or the licensee in conjunction with the restart of Davis Besse.
