FORT CALHOUN STATION LICENSE RENEWAL APPLICATION By letters dated January 9 and April 5, 2002, Omaha Public Power District (OPPD) submitted to the NRC an application to renew the operating license for the Fort Calhoun Station in accordance with Title 10 of the Code of Federal Regulations, Part 54 (10 CFR Part 54). We have completed our inspections in accordance with the guidance contained in Manual Chapter 2516, Policy and Guidance for the License Renewal Inspection Programs, and Inspection Procedure 71002, License Renewal Inspection, in close coordination with the Office of Nuclear Reactor Regulation.

The inspections verified that OPPD implemented the scoping and screening methodology and established aging management programs in conformance with the descriptions contained in their application for license renewal. Our inspections of selected systems, structures, and commodity groups, chosen on the basis of importance to safety, verified with reasonable assurance the acceptability of the existing aging management programs for managing aging effects. We also verified that the documentation used to support the application was in an auditable form. Additionally, the inspections compared selected statements in the initial safety evaluation report (SER) with OPPDs implementation in the plant, thus confirming the accuracy of assumptions used by the Office of Nuclear Reactor Regulation to develop conclusions in the final SER. The inspections also reviewed license renewal corrective actions for issues raised by the NRC. Details of the scope of our inspections and the results are contained in NRC Inspection Reports 05000285/2002007, dated December 20, 2002, and 05000285/2003007, dated March 20, 2003.

On the basis of the results of our inspection efforts, we have determined that OPPD's programs and activities related to the license renewal of the Fort Calhoun Station have been completed in agreement with docketed commitments and regulatory requirements. Within the above inspection scope, we have determined that OPPD demonstrated the capability to manage the effects of aging during the period of extended operation. We, therefore, conclude that there is reasonable assurance that OPPDs aging management programs provide an adequate foundation for renewing the license for the Fort Calhoun Station for an additional 20 years.
