The Nuclear Regulatory Commission (NRC) staff is reviewing the information provided by your letter dated July 10, 2003, concerning the resumption of liquified natural gas shipments to Cove Point and has determined that additional information is needed to support our review.

The enclosed request for additional information identifies the information needed. The NRC staff has discussed this with your staff who indicated that you could respond within 60 days.

REQUEST FOR ADDITIONAL INFORMATION RESUMPTION OF LIQUIFIED NATURAL GAS SHIPMENT CALVERT CLIFFS NUCLEAR POWER PLANT, UNIT NOS. 1 AND 2 DOCKET NOS. 50-317 AND 50-318 In 1993, the licensee submitted a safety evaluation for hazards caused by the presence of the Liquified Natural Gas (LNG) facility at Cove Point. The licensees analysis considered the effects of ignition of the LNG released from the Cove Point facility and concluded that it would not threaten the integrity of the plant. In 1995, the NRC approved the licensees analysis.

The NRC staff believes there is a need to reconfirm the applicability of the 1993 evaluation to the current LNG plant design due to a proposed construction on the Cove Point site an 850,000-barrel storage tank in addition to the existing four 375,000-barrel and two 600,000-barrel storage tanks. The addition of this tank could increase the probability of tank failure.

Also, the maximum hazard distance of ignited gas (based on 3-psi overpressure criterion) for the 850,000-barrel tank may be different from that for the existing storage tanks. Since the risk to the Calvert Cliffs site is determined by combining the probabilities of occurrence of LNG spill with the consequences produced by its ignition/explosion, this risk may be different as a result of the additional storage tank.

The licensee is requested to reevaluate this part of its 1993 analysis.
