JUNE 2003 In accordance with 10 CFR 26.71(d), enclosed is TVA's FFD Program Performance Data for the six-month period of January 1-June 30, 2003. contains a discussion of recent FFD Program developments and FFD trends since the last reporting period.

Enclosures 2-4 contain the performance data and summary of TVA management actions for TVA's nuclear plant sites (Browns Ferry, Sequoyah, and Watts Bar, respectively). consolidates the data for TVA's Nuclear corporate organization (primarily Chattanooga and Knoxville corporate offices) and Bellefonte Nuclear Plant.

There were no FFD events reported to NRC pursuant to 10 CFR 26.73 during this six month period.

The random testing rate of drug and alcohol use for the workforce that is subject to random testing is in accordance with the requirements prescribed in 10 CFR 26.24 (a) (2).

ENCLOSURE 1 TENNESSEE VALLEY AUTHORITY (TVA)

FITNESS FOR DUTY (FFD) PERFORMANCE DATA JANUARY 1 -

JUNE 30, 2003 The following summarizes testing results under TVA's FFD Program that occurred during this reporting period:

I. TVA's "Re-screening of Specimens"

Reference:

TVA's policy to re-screen specimens with a creatinine level less than 20 mg/dl, which was addressed in the February 28, 1997 FFD Performance Report.

Summary TVA Nuclear screened 127 specimens at the lower cutoff for marijuana during this reporting period.

There were no positive tests identified from this group.

II.

TRENDS The confirmed positive test rate for all categories (pre-employment, pre-access, for-cause, post-accident, random, follow-up, and other) for this reporting period was 0.92 percent (55 positive tests) which is 0.45 percent higher than the last reporting period.

The rate of random confirmed positives was 0.38 percent (10 positive tests) which is 0.18 percent higher than the last reporting period.

This 0.45 increase in the positive test rate for "all" categories and 0.18 percent increase in the rate of random" confirmed positives is primarily attributed to the increase in "pre-access' and "random" testing of contract employees (CEs) associated with the Browns Ferry Nuclear Plant Unit 1 restart work and Sequoyah Nuclear Plant's refueling outage, (which included a steam generator replacement project).

SUMMARY

OF MANAGEMENT ACTIONS FOR BROWNS FERRY NUCLEAR PLANT In the pre-access test category, 14 contract employees (CEs) and one licensee employee (LE) tested positive.

The LE and six of the CEs requested that split specimen testing be performed.

The split specimen tests on all seven specimens reconfirmed the positive test results.

One CE requested an appeal which is in process at this time.

The CEs were denied access, removed from site, returned to the contractor company, and restricted from TVA Nuclear (TVAN) work for three years.

The LE was denied access, removed from site, and restricted from TVAN work for a period of three years.

In the for-cause test category, two CEs tested positive for drugs, and one CE tested positive for alcohol.

The CE that tested positive for alcohol requested a blood alcohol test which confirmed the breath testing results.

This CE as well as one of the CE's who tested positive for drugs were denied access, removed from site, returned to the contractor company, and restricted from TVAN work for three years.

The third CE was found to be in possession of marijuana which was discovered during a random vehicle search conducted in the owner controlled area. Upon discovering marijuana in the vehicle, the CE, who was badged, tested positive for drugs during the subsequent for-cause" test.

This CE was denied access, removed from site, returned to the contractor company, and permanently restricted from TVAN work.

A review of work was performed for two of the CEs with no deficiencies identified.

No review of work was conducted for the third CE because the individual was not badged.

In the random test category, three CEs tested positive.

Two of the CEs requested that split specimen testing be performed.

The split specimen tests on both specimens reconfirmed the positive test results.

The CEs were denied access, removed from site, returned to the contractor company, and restricted from TVAN work for three years.

Additionally, a fourth CE was determined to have adulterated a random test specimen.

This CE was denied access, removed from site, returned to the contractor company, and permanently restricted from TVAN work.

A review of work was performed for all four CEs with no deficiencies identified.

SUMMARY

OF MANAGEMENT ACTIONS FOR SEQUOYAH NUCLEAR PLANT In the pre-access test category, 24 contract employees (CEs) tested positive.

Twenty-one of the CEs were denied access, removed from site, returned to the contract company, and restricted from TVA Nuclear (TVAN) work for a minimum of three years.

Because two of the CEs had previous positive test results they were denied access, removed from site, returned to the contract company, and permanently restricted from TVAN work. Another CE presented a low temperature specimen that tested negative and an observed specimen that tested positive.

This was determined to be adulteration by substitution and the CE was denied access, removed from site, returned to the contract company, and permanently restricted from TVAN work.

Twelve of the CEs requested that split specimen testing be performed.

All 12 split specimen tests reconfirmed the positive test results.

One of the CEs requested an appeal which upheld the positive test results.

In the random test category, six CEs tested positive.

These CEs were denied access, removed from site, returned to the contract company, and restricted from TVAN work for a minimum of three years.

A review of work was performed for each of the CEs, and no deficiencies were identified.

In the random test category, one licensee employee (LE) tested positive in this reporting period. The LE was removed from site, suspended for 14 days, and referred to the Employee Assistance Program.

The LE returned to work during this reporting period and was subsequently placed in the follow-up testing program. The LE did not request an appeal.

A review of the LE's work was performed, and no deficiencies were identified.
