SUMMARY

OF MEETING ON JULY 25, 2003, TO DISCUSS THE LICENSEES ROOT CAUSE AND CORRECTIVE ACTIONS FOR STEAM DRYER DAMAGE AT QUAD CITIES UNIT 2 (TAC NO. MB9539)

On July 25, 2003, members of the U.S. Nuclear Regulatory Commission (NRC) staff met with Exelon Generation Company, LLC (the licensee), representatives at NRC Headquarters, Two White Flint North, 11545 Rockville Pike, Rockville, MD. The meeting was also video-conferenced with NRC staff at Region III. The purpose of the meeting was to discuss the licensees root cause and corrective actions for damage to the Quad Cities Unit 2 steam dryer.

The meeting was a Category 1 public meeting; however, portions of the meeting during which proprietary information was discussed were closed to the public. The meeting agenda was provided in ADAMS (ADAMS ML031910622), as well as with the meeting notice (ADAMS ML031920033). A non-proprietary version of the licensees presentation slides was placed in ADAMS following the meeting (ADAMS ML032090226). Enclosure 1 is a list of attendees and is the proprietary version of the licensees presentation slides.

The licensees presentation included information on the steam dryer background, the root cause analysis for the most recent dryer failure, an evaluation of the dryer repairs, the extent of condition review for other plant components, the findings of the licensees independent review team, the results of the Unit 2 startup and power ascension monitoring program, planned actions by the licensee, and the status of regulatory commitments to the NRC by the licensee.

The licensee responded to numerous questions from the NRC staff and agreed to submit their root cause analysis for further detailed review by the staff. The licensee also agreed to inform the NRC of actions they would take regarding the steam dryers during refueling outages at the Dresden and Quad Cities plants. Following the presentation, the licensee stated that they intended to raise power on Unit 2 to the extended power uprate limit on July 30. The licensee requested that the NRC staff provide any significant safety concerns that might delay the power increase by close-of-business on July 29.
