SUBJECT:

SOUTH TEXAS PROJECT, UNIT 1 - NRC STAFFS REVIEW OF THE SOUTH TEXAS PROJECT ELECTRIC GENERATING STATION, UNIT 1 STEAM GENERATOR TUBE INSPECTION REPORT FROM THE FALL 2001 OUTAGE (TAC NO. MB6541)

Dear Mr. Sheppard:

By letters dated November 6, 2001, and January 22, 2002, the South Texas Nuclear Operating Company, the licensee for the South Texas Project Electric Generating Station, Unit 1, submitted reports summarizing the steam generator (SG) tube inspections performed during refueling outage 1RE10 (fall 2001). The staff supplemented the SG inspection reports with information provided by the licensee in support of a license amendment request regarding SG inspection frequency (ML021780019).

The NRC staff notes that no tubes were plugged and no axial or circumferential crack-like indications were reported in any of the four SGs during the 2001 refueling outage. No indication of wear or service-induced wall reduction was detected in any of the four SGs during the 2001 refueling outage. A number of ding and dent signals were reported in each of the four SGs.

One notable ding-like signal, measuring 58.55 volts was reported in SG-B, but rotating pancake coil testing revealed no signs of degradation. The licensee did not specifically identify the signals location or indicate if this signal was new or if it was traceable to the preservice exam.

If this signal was new the staff believes the licensee should consider, for future outages, additional diagnostic testing in order to further characterize and document the cause of such a signal.

The NRC staff concludes that the licensee provided the information required by the technical specifications and that no additional follow-up is required at this time. This completes our review of the subject submittal and our efforts under TAC No. MB6541.
