Dear President Bush:

We, who live in the New York metro area, struggle every day to recover from the horrors of September

- and to fight the fear that is now an enemy all Americans face every day. The U.S. government nurtures this fear, constantly warning us to be on guard for nameless, faceless dangers. So we all keep looking over our shoulders even though we do not know what we're looking for. But, as our officials acknowledge, nuclear power plants are clearly defined targets, bulls-eyes for apocalypse. Nuclear power plants are the recognized germs of catastrophe and they have names like Indian Point and Three Mile Island and Chernobyl.

We are writing to urge you to act to protect U.S. citizens from the most blatant threat to our safety on our own soil. Please call on the Nuclear Regulatory Commission to shut down nuclear reactors at United States nuclear power plants.

In its original licensing of Indian Point and other power plants, the NRC did not take into account the new kind of threat posed by larger and more sophisticated groups of determined terrorists. Given the Indian Point evacuation plan's ten-mile radius parameter, only a small portion of the 20 million residents living within a 50-mile radius of the plant who are actually threatened by an accident would be safely evacuated. Even presuming the risks were limited to those residents within the ten-mile radius, there are not enough buses available to rescue the school children and many of the designated bus drivers have admitted that they would choose to rescue their own families rather than fulfill their emergency responsibilities. Area hospitals are not prepared or equipped to handle significant numbers of contaminated victims. The traffic problems that would ensue would render the region's already congested roads impassable within a matter of minutes.
