PUBLIC MEETING TO DISCUSS THE RESULTS OF THE NRC INSPECTION PROCEDURE 95003 CORRECTIVE ACTION AND EMERGENCY PREPAREDNESS TEAM INSPECTIONS AT THE POINT BEACH NUCLEAR PLANT

Dear Mr. Cayia:

This letter confirms the discussion between Mr. Mike Kunowski of the NRC staff and Ms. Fritzie Flentje of the Nuclear Management Company to have a meeting at 6:30 p.m. (CDT) on Wednesday, August 27, 2003, at the Holiday Inn, 4601 Calumet Avenue, in Manitowoc, Wisconsin. The meeting is open to the public and there will be an opportunity for the public to speak with NRC representatives before the meeting is adjourned.

On April 2, 2003, we notified you of our final determination regarding a Red finding associated with the potential common mode failure of the auxiliary feedwater system due to a loss of instrument air. This determination indicated that plant performance at Point Beach Nuclear Plant is within the multiple/repetitive degraded cornerstone column of the Action Matrix based on the Red finding. On May 9, we notified you that we planned to perform Inspection Procedure (IP) 95003, Supplemental Inspection for Repetitive Degraded Cornerstones, Multiple Degraded Cornerstones, Multiple Yellow Inputs, or One Red Input at Point Beach. On June 24, we held a public meeting with you and your staff to discuss the preparations by our respective staffs for the IP 95003 inspection. On July 28, the NRC commenced the IP 95003 inspection at Point Beach and conducted reviews of the corrective action and emergency preparedness programs. The results of these inspections are currently under review and will be integrated with the results of IP 95003 inspection activities planned for early September 2003.

The purpose of the August 27 meeting is for the NRC to provide a status of IP 95003 inspection activities and to provide you an opportunity to discuss the progress of the implementation of improvement initiatives.
