Dear Mr. Beasley:

By letter dated July 8, 2003, Southern Nuclear Operating Company submitted a Quality Assurance Program change for the Joseph M. Farley Nuclear Plant, Units 1 and 2, regarding corrections to the Quality Assurance Q-List. The Nuclear Regulatory Commission staff has reviewed your request and have identified a need for additional information as discussed in the Enclosure. We discussed these issues with your staff and your staff has indicated that a response can be submitted by September 1, 2003.

Irradiation Sample Holders The Updated Final Safety Analysis Report (UFSAR), states on page 3.2-1, Section 3.2.1.1, "Definitions," that the seismic classification of structures, systems, and components is in accordance with Regulatory Guide (RG) 1.29. RG 1.29, "Seismic Design Classification," states that the reactor vessel internals are designated as Seismic Category I structures that should be designed to withstand a safe shutdown earthquake.

Item 1 in Enclosure 1 of your letter dated July 8, 2003, requests removal of the irradiation sample holder from the Farleys UFSAR Q-List. The bases for the acceptability of this change does not state any impact on other design requirements and codes classifications of the component, such as its Seismic Category I structure classification. Describe how other design requirements and/or code classifications, including commitments to RG 1.29, will be impacted and maintained following the implementation of the requested change.

Pressurizer Spray Nozzles In UFSAR, Table 3.2-1, several design requirements, including codes and standards classifications, are listed for the entire pressurizer. For example, Table 3.2-1 states that the pressurizer is classified as meeting the American Society of Mechanical Engineers,Section III and seismic requirements. The NRC staff is unable to determine which pressurizer design requirements, including codes and standards classifications referenced in Table 3.2-1, are applicable to the spray nozzles. Describe which design requirements, including code and standards classifications are applicable to the pressurizer spray nozzles. Also, describe how these design requirements and/or code classifications will be impacted following the implementation of the requested change.
