SUBJECT:
ST. LUCIE UNIT 1 - HALON 1301 FIRE SUPPRESSION SYSTEM
Dear Mr. Stall:
On June 20, 2002, representatives of the Florida Power and Light Company (FPL) attended a regulatory conference at the U.S. Nuclear Regulatory Commission (NRC) headquarters. The conference addressed the configuration of the Halon 1301 system installed in the St. Lucie Unit 1 cable spreading room. During the conference and by letter dated June 26, 2002, FPL provided background information to support its differing assumptions regarding the Consolidated Model of Fire Growth and Smoke Transport modeling, fire risk analysis and grouped electrical cables fire hazard analysis.
Following the regulatory conference, the NRC issued Inspection Report No. 50-335/02-06 dated July 11, 2002, which stated its conclusion that the St. Lucie Unit 1 cable spreading room halon system meets the licensing basis as described in the plants Updated Final Safety Analysis Report.
The NRC staff has completed its review of the differing assumptions presented at the conference and in your June 26, 2002, letter as part of an ongoing review of fire safety issues and concludes that a backfit of the St. Lucie Unit 1 halon system is not justified. No further action is planned on this issue.
If you have any questions regarding this matter, please contact me at (301) 415-3974 or btm3@nrc.gov.
Sincerely,
/RA/
