I, Thomas E. Lumsden, declare as follows:

I am a Senior Managing Director in FTI Consulting, Inc. ("FTI"), an accounting 4
and financial services firm with offices located at numerous locations around the 5
world, including an office at 353 Sacramento Street, San Francisco. I make this 6
Sixth Supplemental Declaration on behalf of FTI (the "Declaration"). I submit 7
this Declaration in support of the revised application (the "Revised Application")
8 of the Official Committee of Unsecured Creditors (the "Committee") to employ 9
FTI as accountants and financial advisors for the Committee in the above-10 captioned Chapter 11 case under the terms and conditions set forth in the Revised 11 Application and the Order Appointing FTI as Accountants and Financial Advisors 12 for the Official Committee of Unsecured Creditors entered October 31, 2002 13 (nunc pro tunc to September 1, 2002). Except as otherwise noted, I have 14 personal knowledge of the matters set forth herein.

In the ordinary course of its business, and consistent with the practice of financial 17 consulting, FTI reviews the hourly rates of professionals, and typically on an 18 annual basis adjusts such rates, in light of the prevailing rates in the market and 19 other pertinent factors. Consistent with that practice, FTI has reviewed and 20 revised the standard professional billing rates for all clients, effective July 1, 21 2003.

Attached hereto as Exhibit "A" is a true and correct list of all FTI professionals 24 who are currently providing services in connection with the PG&E bankruptcy 25 case and their billing rates as of July 1, 2003.

I make this Supplemental Declaration to insure that the Court and other interested 28 parties are apprised of all material developments to the employment of FTI.
