Box 1049 Columbus, OH 43216-1049 Ladies and Gentlemen, The Preliminary Effluent Limit (PEL) for copper was exceeded during the month June 2003. This letter serves as the written notification in azcordance with Part II of National Pollutant Discharge Elimination System (NPDES) Permit 31B00016*GD. The monthly copper samples were performed on June 4, 2003, and the samples were analyzed on June 6, 2003. The outfall sample (004) was 41 ug/l, exceeding the P-FL of 38 ugfl. This coincided with a large increase of the lake water copper, which was 30 ug/h for the June 2003 sample, but had been averaging less than 10 ug11 for the previous four months. The Perry Nuclear Power Plant (PNPP) began monitoring copper in July 2002, and has observed small increases in copper levels from the intake to the outfall. PNPP does not add any additive that contains copper. It is currently believed that the increase of copper levels from intake to outfall is due to the constituents of the cooling water system materials or concentration of Lake Water copper in the cooling tower. It is expected that copper levels will decrease below the current PEL, as intake copper levels decrease. PNPP will be performing samples inside the cooling water systems to locate the cause for the small increases of copper from intake to outfall. It is believed this data will aid in determining future permit requirements and limits. The monthly sample data will also be included in the June NPDES report.
