VIRGINIA ELECTRIC AND POWER COMPANY RICHMOND, VIRGINIA 23261 June 27, 2003 U.S. Nuclear Regulatory Commission Serial No.03-384 Attention: Document Control Desk NAPS/JHL Washington, D.C. 20555-0001 Docket Nos.

50-338, 339 License Nos. NPF-4, 7 Gentlemen:

VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNITS I AND 2 CATEGORY 1 STRUCTURES - SETTLEMENT MONITORING PROCEDURE REVISION As required by Atomic Safety and Licensing Appeal Board Decision ALAB-578, this letter is to notify you that a revision has been made to periodic test procedure 0-PT-112, Category 1 Structures - Settlement Monitoring.

Our letter dated April 3, 2002 (Serial No.02-203) informed you of a revision to periodic test procedure 0-PT-1 12 due to the temporary replacement of a service water expansion joint with a pipe spool piece. The acceptance criteria of the procedure was revised to accommodate more restrictive limits than the Technical Specification limits for settlement markers SM-17R and SM-18R. A note was also added before step 6.2 documenting that the expansion joint construction activities did not cause changes to SM-17R and SM-18R elevations and that final documentation supporting the note will be provided through future settlement surveys.

This letter is to inform you that procedure 0-PT-1 12 was revised to remove the more restrictive acceptance criteria and note as described above. The revision to 0-PT-1 12 was required due to the replacement of the temporary pipe spool piece in the service water system with a rubber expansion joint.

If you have any questions, please contact us.

Very truly yours, D. A. Heacock Site Vice President Commitments made in this letter: None AO1
