The attached draft RAI was transmitted by facsimile on June 26, 2003, to Mr. Mike OKeefe of FPL Energy Seabrook, LLC (the licensee). This draft RAI was transmitted to facilitate the technical review being conducted by NRR staff. The RAI was related to the licensees October 11, 2002, submittal concerning changes to Technical Specifications associated with nuclear instrumentation. Review of the RAI would allow the licensee to determine and agree upon a schedule to respond to the RAI. This memorandum and the attachment do not convey or represent an NRC staff position regarding the licensees request.

DRAFT REQUEST FOR ADDITIONAL INFORMATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION FACILITY OPERATING LICENSE NO. NPF-86 FPL ENERGY SEABROOK, LLC SEABROOK STATION DOCKET NO. 50-443 TAC NO. MB6615 By revising Table Notations (1) for Table 4.3-1, Reactor Trip System Instrumentation Surveillance Requirements, the licensee proposes to increase the operational test (ACOT) interval from 31 days to 92 days for Functional Unit 6, Source Range, Neutron Flux. In next to the last paragraph of page 7,Section I, of the licensees submittal dated October 11, 2002, the licensee stated that this requested change was made based on historical data on ACOTs performed. This by itself is not sufficient to justify this proposed TS change, and the staff considers additional information would be needed. as noted in a call with the licensee on June 25, 2003 (between Nerses/Mazumdar and OKeefe/Mumford). Please provide the additional information.
