ISFSI Docket No. 72-31 Revision 13 to the Yankee Nuclear Power Station Security Plan and Request for Withdrawal of Security Order Pursuant to 10 CFR 50.54(p) and 10 CFR 50.4(b)(4) of the Commission's Rule and Regulations, Yankee Atomic Electric Company (YAEC) is informing the Nuclear Regulatory Commission (NRC) of a change to the Security Plan for the Yankee Nuclear Power Station (YNPS). Since all fuel was transferred to the ISFSI in May 2003, Revision 13 to the Security Plan eliminates all requirements for the Spent Fuel Pit Protected Area. Only the requirements associated with the ISFSI Protected Area (primarily contained in Attachment A of the original plan) will remain.
Additionally, the separate document associated with the YNPS Training and Qualification Plan has also been eliminated. The Training and Qualification requirements remaining for the ISFSI Protected Area are incorporated into Chapter 12 of the YNPS Security Plan.
This letter also requests that the Security Orderl applicable to decommissioning plants with spent fuel in the spent fuel pool be withdrawn since all spent fuel has been removed from the pool and transferred to the ISFSI. Similarly, our response 2 to this Order is no longer applicable and associated commitments will no longer be implemented since the spent fuel pool is empty.
Compliance with the Security Order3 applicable to plants with spent fuel stored in an ISFSI will continue as will compliance with our respective response 4 and implementation of associated commitments.
