SUMMARY

OF JUNE 12, 2003 PUBLIC MEETING WITH FPL ENERGY, LLC, REGARDING SEABROOK STATION PROPOSED INSTALLATION OF A 5MW SUPPLEMENTARY NON-SAFETY RELATED POWER SUPPLY (TAC NO. MB9116)

On June 12, 2003, the U.S. Nuclear Regulatory Commission (staff) met with representatives of FPL Energy, LLC to discuss their plans for installing a supplementary power supply, consisting of two diesel generators with a combined power output of approximately 5MW at Seabrook Station. The licensee provided an overview of the project and a schedule for submitting an amendment request to make a change to their license to include this supplementary power supply. The licensee and staff discussed the items and issues the amendment request should address.

The licensee stated that the purpose of installing the supplementary power supply would be to extend the allowed outage time for their safety-related emergency diesel generators, and to decrease Seabrook Stations core damage frequency.

The licensee noted that a similar amendment request was granted to Waterford on July 21, 2000, and that Crystal River has a similar amendment request currently under review. In response to this, the staff suggested that the licensee address all issues raised in the requests for additional information relating to the Waterford amendment and the Crystal River amendment request when submitting their amendment request.

After the initial presentation by the licensee, a discussion was held on specific issues related to this proposed supplementary power supply. Items that were discussed included updating procedures for use of a supplementary power supply, possible common cause failure, and isolation of non-safety-related power buses from safety-related buses. The licensee agreed to address the discussed issues in its planned submittal.
