PUBLIC MEETING TO DISCUSS THE POINT BEACH NUCLEAR PLANT SELF-ASSESSMENT IN PREPARATION FOR NRC INSPECTION PROCEDURE 95003

Dear Mr. Cayia:

This letter confirms my discussion with Mr. Gordon Arent of the Nuclear Management Company to have a meeting at 7:00 p.m. (CDT) on Tuesday, June 24, 2003, at the Holiday Inn, 4601 Calumet Avenue, in Manitowoc, Wisconsin. The meeting is open to the public and there will be an opportunity for the public to speak with NRC representatives before the meeting is adjourned.

On April 2, 2003, we notified you of our final determination regarding a Red finding associated with the potential common mode failure of the auxiliary feedwater (AFW) system due to a loss of instrument air. This determination indicated that plant performance at Point Beach Nuclear Plant is within the multiple/repetitive degraded cornerstone column of the Action Matrix based on a Red finding in the mitigating systems cornerstone. On May 9, 2003, we notified you that we planned to perform Inspection Procedure 95003, Supplemental Inspection for Repetitive Degraded Cornerstones, Multiple Degraded Cornerstones, Multiple Yellow Inputs, or One Red Input at Point Beach.

The purpose of the June 24, 2003 meeting, is to provide you an opportunity to present the process used and the results of your self-assessments of the operation, procedures, and processes at the Point Beach Nuclear Plant in preparation for the NRCs conduct of Inspection Procedure 95003.
