3 RA-EP-02810 Revision 03 1.0 PURPOSE This procedure describes the actions that shall be taken when weather conditions favor the fornation of tomadoes.

2.0 REFERENCES

2.1 Develo mental 2.1.1 Davis-Besse Nuclear Power Station Emergency Plan 2.1.2 NUMARC 87-00, Guidelines and Technical Bases for NUMARC Initiative Addressing Station Blackout at Light Water Reactors 2.2 Implementation 2.2.1 RA-EP-01500, Emergency Classification 2.2.2 DB-OP-02550, Dry Fuel Storage Abnormal Events 3.0 DEFINITIONS 3.1 TORNADO WATCH - a forecast issued in advance of a severe weather event to alert the public to conditions which may favor the formation of tornadoes.

3.2 TORNADO WARNING -A notice issued as a result of a sighting of a tornado in the warning area, or as deternined through the interpretation of Radar Inaging.

4.0 RESPONSIBILITIES 4.1 The Shift Manager shall be responsible for:

4.1.1 Notifying the Supervisor - Security Shift of a tornado watch or warning.

4.1.2 Notifying the On-Call Emergency Offsite Manager of a tornado watch or warning.

4.2 The Supervisor - Security Shift shall:

4.2.1 Advise the Shift Manager of any messages received concerning tornado information.

NOTE 4.2.2 Notification of Owner Controlled Area personnel is dependent upon shift manning and weather compensatory measures that may be in effect.

4.2.2 Ensure Security notifies individuals in remote areas of the Owner Controlled Area of a tornado warning.

4 RA-EP-02810 Revision 03 5.0 INITIATING CONDITIONS This procedure shall be utilized when the Control Room has been made aware of a tornado watch or a tornado warning for areas, which include the power station.

5.1 The Shift Manager should instruct Control Room personnel to monitor available weather information for adverse weather trends or notices from the National Weather Service.

5 RA-EP-02810 Revision 03 6.0 PROCEDURE 6.1 Activation 6.1.1 The Control Room operator shall:

a. Inform the Shift Manager of a tornado watch or tornado warning for Ottawa County.

b. Closely and continuously monitor the Control Room panels to determine any effects on instrumentation, controls, or station operations.

WARNING 6.1.2.

1. Weather conditions may make inspection of outside areas hazardous.
2. Tornado may occur with little or no warning. They may occur prior to the National Weather Service or the Ottawa County issuing the warning.
3. At the discretion of the Shift Manager, actions in Section 6.3 may be taken at any time.

6.1.2 At the discretion of the Shift Manager:

a. Direct an inspection of the Protected Area and switchyard for potential missiles and reduce missile potentials where practical.
b. Evaluate ongoing maintenance activities and expedite the restoration of important plant systems and components to service.
c. Direct that weather conditions be monitored via local television channel or web weather site such as Weather.com or Intellicast.com.

6.2 Operation During a Tornado Watch 6.2.1 In the event of a tornado watch for areas which include the power station, the Shift Manager shall notify:

a. The Supervisor - Security Shift
b. On-Call Emergency Offsite Manager 6.2.2 The Supervisor - Security Shift shall direct security patrols to:
a. Report any tornado sightings to the Control Room.
b. Advise the Shift Manager on any messages received concerning tornado information.

6 RA-EP-02810 Revision 03 NOTE 6.3 All of the applicable actions in Section 6.3 should be taken on l

receiving a Tomado Warning or report from a credible source of a tomado sighting near the plant. The Shift Manager will determine credibility of the source.

6.3 Operation During a Tornado Warning or Report of a Tornado Sighting near the Plant 6.3.1 The Shift Manager shall ensure:

a. Announcement of the tomado warning over the GaiTronics System
1. IF containment closure is not set, THEN announce "Establish Containment Closure". I
b. Notification of the Supervisor - Security Shift of the tornado waming.
c. Notification of the On-Call Emergency Offsite Manager of the tomado warning.
d. Notification of the On-Call Plant Manager.

CAUTION 6.3.1.e & f To minimize the possibility of a complete loss of AC power, DO NOT parallel the Emergency Diesel Generators (EDGs) with the Cl or Dl busses.

e. In Modes 1 through 4:
1. Ensure that both the EDGs are started and set at idle speed.
2. Instruct station personnel to prepare for a rapid shut-down of the plant.
f. In Modes 5 and 6:
1. Ensure that both EDG's are started and set at idle speed.
2. Order all fuel handling operations suspended.

IF fuel is being supported from a crane or a bridge, THEN order it placed into a safe storage location.

3. Direct that containment closure be established to the maximum extent practical to include installing the containment Equipment Hatch.
g. Suspend all movement of radioactive waste until the tornado warning has been canceled.

h. Order all nonessential station operations halted.
i. Use RA-EP-01500, Emergency Classification, to determine the proper emergency classification, if any, and take appropriate actions.

CAUTION 6.3.2 Notification of Owner Controlled Area personnel is dependent upon shift manning and weather compensatory measures that may be in effect.

6.3.2 The Supervisor - Security Shift shall ensure that Security personnel inform individuals in remote areas of the Owner Controlled Area (OCA) about the tornado warning, as time and conditions permit.

7.0 FINAL CONDITIONS Use of this procedure shall be terminated when the tornado watch or tornado warning has been canceled.

7.1 The Shift Manager shall ensure:

7.1.1 That the EDGs are stopped and restored to normal standby mode.

7.1.2 IF an emergency has been declared in accordance with RA-EP-01500, Emergency Classification, THEN, take actions accordingly.

7.1.3 Announcement is made over the Gaitronics system that the tornado threat has expired.

7.1.4 REFER TO DB-OP-02550, Dry Fuel Storage Abnornal Events.

7.1.5 Notification of the Supervisor - Security Shift that the tornado watch or warning has expired.

7.1.6 Notification of the On-Call Emergency Offsite Manager that the tornado watch or warning has expired.

7.1.7 Notification of the On-Call Plant Manager that the tornado warning has expired.
