Discuss Fire Protection Inspection Results Messrs. Langstaff and Gardner discussed the results of Fire Protection Inspection conducted from April 21-25, 2003. The Panel agreed to postpone the triennial Fire Protection Baseline Inspection until 2004. However, the Panel determined that to support closure of Restart Checklist Item 5.b, "Systems Readiness for Restart," another small scope inspection is necessary to evaluate the licensees safe shutdown design calculations in the context of electrical and thermo-hydraulic design.

NEW ACTION ITEM - Electrical Engineering Branch (Gardner) to arrange for Fire Protection Inspection to evaluate the licensees safe shutdown design calculations in the context of electrical and thermo-hydraulic design to support closure of Restart Checklist Item 5.b, "Systems Readiness for Restart."

Discuss RP Supplemental Inspection and Restart Readiness Results Messrs. House and Slawinski discussed the results of the Radiation Protection Program and Restart Readiness Special Inspection. The Panel determined that the objectives of the supplemental inspection were satisfactorily complete. The Panel also determined that the objectives of the restart readiness portion of the inspection were satisfactorily complete except for one issue regarding management stability in the Radiation Protection organization. The Panel determined that to support closure of Restart Checklist Item 3.h, "Radiation Protection Program," another inspection is necessary to evaluate management stability in the Radiation Protection organization. The Panel directed that Messrs. House and Slawinski develop an inspection plan for an inspection to be conducted in the July 2003 time frame and present to the Panel for approval.

NEW ACTION ITEM - Plant Support Branch (Riemer) to arrange for Radiation Protection Inspection to evaluate stability in Radiation Protection organization effectiveness. An inspection plan is to be drafted and presented to the Panel for approval, including applicable Restart Action Matrix items, for an inspection to be conducted in the July 2003 time frame.

Discuss Plant Status and Inspector Insights and Emergent Issues List S. Thomas discussed plant status and inspector insights and emergent issues.

Discuss Demand for Information Letter Status J. Grobe discussed the Demand for Information letter for individuals.

5.

Discuss/Approve Restart Checklist Item 1.a, "Penetration Cracking and Reactor Pressure Vessel Corrosion" for closure S. Thomas and J. Hopkins presented Restart Checklist Item 1.a, "Penetration Cracking and Reactor Pressure Vessel Corrosion" to the Panel for closure. The Panel approved closure of Restart Checklist Item 1.a, which will be documented in Inspection Report 03-04.

Discuss/Approve Restart Checklist Items 6.a-6.f, "Licensing Issue Resolution" for closure S. Thomas and J. Hopkins presented Restart Checklist Items 6.a-6.f, "Licensing Issue Resolution," to the Panel for closure. The Panel approved closure of Restart Checklist Items 6.a-6.f, which will be documented in Inspection Report 03-04.

Discuss May 6, 2003, 0350 Public Meeting Agenda The Panel discussed possible agenda items for the May 6, 2003, 0350 Public Meeting.

Discuss New/Potential Licensing Issues J. Hopkins discussed no new or potential licensing issues except for an upcoming amendment to support the licensees normal operating system pressure test using existing high pressure injection pumps.

9.

Discuss NRC Reply to Licensees Letter, "Response to the Nuclear Regulatory Commission (NRC) Preliminary Significance Assessment for the Control Rod Drive Mechanism Cracking and Reactor Pressure Vessel Degradation Identified for the Davis-Besse Nuclear Power Station."

J. Grobe discussed an upcoming internal meeting to discuss NRC actions toward issuing a final significance assessment letter regarding the control rod drive mechanism cracking and reactor pressure vessel degradation.
