SUMMARY

OF MEETING TO DISCUSS PLANNED LICENSE RENEWAL APPLICATION On April 23, 2003, representatives of TVA met with the Nuclear Regulatory Commission (NRC) staff to discuss the submittal of a license renewal application for Browns Ferry, Units 1, 2, and 3 (Browns Ferry). The renewal application is scheduled to be submitted in December 2003, and based on established review schedules, the review would be completed during the Unit 1 restart process and review of the extended power uprate amendments. Attendees at the meeting are listed in Enclosure 1. TVAs presentation materials are contained in Enclosure 2 and contains the Browns Ferry Unit 1 restart schedule and renewal application examples. Enclosure 4 contains a list of the NRC staffs discussion topics.

TVA confirmed that it will follow the new standard application format and content developed for the 2003 renewal applications. Current license renewal implementation guidance will be used and the draft and final Interim Staff Guidance positions will be addressed. Differences between the units that will be eliminated when Unit 1 restart activities are completed will be identified by a box around the text. A new Appendix F, not in the standard format, will be included which discusses the resolution of the Unit 1 restart differences contained in the boxed text. After restart, all of the differences described in boxes should be eliminated and TVA does not anticipate any differences among the three units.

Separate sets of boundary drawings for each of the three units will be provided. The Unit 1 drawings will show the configuration at the time of application (before all restart changes have been implemented). Appendix F will explain the differences between the Unit 1 current licensing basis and the final licensing basis after restart and power uprates. Modifications for power uprates associated with the amendment requests and notification that restart activities (boxed text) have been completed will be submitted to the staff as part of the required 10 CFR 54.21(b) annual application updates.

TVA indicated that the same scoping and screening methodology will be used for all three units.

Aging management programs will also be the same for all three units. No Unit 1 unique aging management programs due to the approximately 17 year shutdown and lay-up of the unit have been identified. TVA will perform an evaluation of the effects of the lay-up program on systems and components not being replaced as part of Unit 1 restart and will include the results of the evaluation in the applications Appendix F. Systems and components that have been in-service during the lay-up period to support the other units or that are being replaced during startup will not be evaluated as part of the lay-up evaluation described in the application. Replaced components within the scope of renewal will not be specifically identified in the application.

An amendment to uprate Units 2 and 3 from their current five percent uprate to a total of 20 percent is scheduled to be submitted in July 2003. TVA expects the Unit 2 and 3 uprate reviews to be completed before the renewed licenses are issued. The amendment to uprate Unit 1 by 20 percent will be submitted during the second quarter of 2005, near the end of the renewal review. TVA stated that the evaluations performed for the renewal application will consider the 20 percent uprate for all three units.

The NRC staff intends to complete the license renewal inspections for Units 2 and 3 to support issuing the renewed licenses. With the commonality in scoping methodology and aging management programs, the staff expects to be able to perform to a great extent, the inspections for Unit 1. However, it is expected that a final inspection will be required for Unit 1 prior to restart to complete those activities that could not be inspected due to Unit 1 restart activities.

The approach being considered for issuing the renewed licenses, if approved, is to issue the licenses for all three units at the completion of the renewal review. The Unit 1 license will include additional license conditions to ensure that the final configuration of Unit 1 matches the configuration described in the renewal application, that actions committed to or required as a result of the renewal review were completed, and that the NRC is notified that the documentation is available onsite and ready for the final inspection.

As previously discussed, TVA recognizes that the review of a combined renewal application for Units 1, 2, and 3 may take longer than the standard license renewal review schedule. TVA has proposed a one to three month extension of the schedule. The staff responded that with the potential complexity of Unit 1 restart and the separate extended power uprate amendments for Unit 1 and for Units 2 and 3, the application needs to be received and assessed before committing to the schedule. The staff and TVA agreed to continue discussions on the Browns Ferry renewal application with the next meeting proposed for September 2003.
