Special Report on Notification of Personnel Changes Gentlemen:

As per UVAR and CAVALIER Technical Specifications 6.7.1.(4) (c), this special report is sent to notify NRC of three upcoming changes in personnel associated with the management of the UVAR and CAVALIER reactor licenses.

Effective July 1, 2003, Reactor Director Robert U. Mulder will be replaced by current Reactor Supervisor Mr. Paul E. Benneche. Mr. Benneche qualifications greatly exceed the minimum required education and experience set forth in Tech Spec 6.1.2., of "at least a bachelor's degree in science or engineering and a minimum of 5 years experience in the nuclear field." Also, Mr.

Benneche will begin serving on the Reactor Decommissioning Committee as of that date.

The reactor supervisor slot will not be refilled. The UVAR and CAVALIER reactors will have been physically decontaminated and prepared for NRC license termination by that date, and the services of both a Reactor Director and a Reactor Supervisor will no longer be required.

Effective May 31, 2003, U.Va. Radiation Safety Officer Richard G. Piccolo will leave his position. On an interim basis, Mr. Ralph 0. Allen, head of the Office of Environmental Health and Safety, and Chairman of the Reactor Decommissioning Committee, will take on RSO responsibilities. Mr. Piccolo's seat on the Reactor Decommissioning Committee will be assumed by UVA Reactor Health Physicist Deborah P. Steva. Thus, the RDC will maintain its required number of voting members.
