SUMMARY
OF MEETING HELD ON MAY 13, 2003, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION (NRC) STAFF AND CALVERT CLIFFS NUCLEAR POWER PLANT, INC., RE: THE ELIMINATION OF OFFSITE REVIEW COMMITTEES Members of the NRC staff hosted a meeting to discuss the possible elimination of offsite review committees with representatives of Calvert Cliffs Nuclear Power Plant, Inc., and the Nuclear Energy Institute (NEI) on May 13, 2003, at NRC Headquarters in Rockville, Maryland. This meeting was open to the public. A list of attendees is provided as Attachment 1. Handouts from the meeting are provided as Attachment 2.
The NRC staff has worked with the industrys Licensing Action Task Force (LATF) and other stakeholders to develop a list of possible regulatory changes as part of an initiative to reduce unnecessary regulatory burden. The LATF has suggested that the initiative include the staffs review of a proposal to eliminate offsite review committees. Representatives from Calvert Cliffs Nuclear Power Plant, Inc., have taken the lead to develop the proposal and related technical justifications. The meeting held on May 13, 2003, included discussions between the licensee and the NRC staff regarding the history of offsite review committees; the overlap between the offsite review committees and other licensee programs providing quality assurance and management oversight; and specific plans for the lead-plant submittal (see description in ). The licensee and NRC staff discussed ways that the submittal and the NRC evaluation could be prepared to support the most efficient implementation of the change using the process defined in Section 50.54(a) of Title 10 of the Code of Federal Regulations. The licensee stated that the proposed changes to the Calvert Cliffs Quality Assurance Plan would be submitted to the NRC for review within several weeks.
