Dear Mr. Marion:
Enclosed for your review and comment is a copy of a report entitled Operating Experience Assessment-Effects of Grid Events on Nuclear Power Plant Performance, prepared by the Office of Nuclear Regulatory Research (RES). We are seeking comments in the following areas: (1) the reasonableness of the approach, (2) the appropriateness of the conclusions as reflected in the executive summary, and (3) additional sources of data that could be used in the assessment. We plan to revise the report as appropriate to address stakeholder comments and issue the document as a NUREG report.
The assessment was completed by RES to identify changes to grid performance, which could impact nuclear power plants (NPP)safety. The information gathered provides a baseline of grid performance to gauge the impact of deregulation and changes in grid operation. The report provides a comparison and assessment of loss of offsite power (LOOP) experience over two distinct periods of time, before deregulation (1985-1996) and after deregulation (1997-2001).
Insights from the assessment of actual operating data indicate that following deregulation major changes have occurred in several factors important to the risk from a station blackout. They include: 1) the frequency of LOOP events at NPPs has decreased, 2) the percentage of LOOPs duration longer than 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> has increased from approximately 17 percent to 67 percent, 3) most LOOP events occurred during the summer months, and 4) the probability of a LOOP as a consequence of a reactor trip has increased by a factor of 5 (from 0.002 to 0.01).
Recognizing that the performance of offsite power is a major factor for assessment of risk, licensees and the NRC need to understand the condition of the grid.
