SUBJECT:
MILLSTONE POWER STATION, UNIT NO. 3, CLOSEOUT OF TAC ASSOCIATED WITH CHANGE TO FIRE PROTECTION PROGRAM (TAC NO. MB5049)
In response to a letter dated March 7, 2002, Dominion Nuclear Connecticut, Inc. (DNC) provided by letter dated May 7, 2002, updated information regarding a change to their Fire Protection Program. DNC noted they were abandoning the Cable Spreading Area (CSA) CO2 automatic fire suppression system and were going to a fire brigade response as primary means of extinguishing fires in the CSA. TAC No. MB5049 was opened to handle this review.
In a NRC management conference call with DNC on January 28, 2002, the NRC noted that DNCs position stated in their May 7, 2002 letter was not acceptable. During this call, DNC stated that they would resolve this issue before startup from the next refueling outage in March 2004.
By letter dated April 17, 2003, DNC formally submitted, for approval, a proposed resolution to this issue. A new TAC No. MB8731 was opened for this review; therefore, TAC NO. MB5049 is being closed.
