RESPONSE TO APRIL 24, 2003, FISH INTRUSION EVENT
Dear Mr. Bakken:
This will acknowledge receipt of your letter dated April 28, 2003, regarding those actions planned by Indiana Michigan Power Company (I&M) in response to the fish intrusion event on April 24, 2003, which resulted in manual reactor trips on both units and degraded cooling water flow to safety-related equipment. Based on the commitments in your letter, we understand that you will take these actions prior to recommencing power operation at D.C. Cook.
The NRC currently has a special inspection ongoing to review the circumstances surrounding this event and any common causes between this event and the previous essential service water silt intrusion event of August 2001. We will be meeting with you at the conclusion of this inspection to discuss the results. Due to the significance of this plant event which resulted in an Alert declaration and the possible similarities to the previous event, we plan on meeting with you to be briefed on the results of your root cause investigation and the actions described in your April 28, 2003 letter prior to the restart of the D.C. Cook units.
