SUMMARY

OF THE APRIL 7, 2003, MEETING WITH NUCLEAR MANAGEMENT COMPANY, LLC, TO DISCUSS POINT BEACH PERFORMANCE On April 7, 2003, a public meeting was held at the Two Creeks Town Hall, Two Rivers, Wisconsin, between the Nuclear Regulatory Commission (NRC) and Nuclear Management Company staff. The purpose of the meeting was to discuss NRCs assessment of Point Beachs performance from January 1 through December 31, 2002.

During the NRC presentation, an overall assessment of Point Beach performance was provided. As explained in the Annual Assessment letter from the NRC to Mr. A. Cayia, Site Vice-President, Point Beach Nuclear Plant, dated March 4, 2003 (ADAMS accession number ML030660338), Point Beach operated in a manner that preserved public health and safety and fully met all cornerstone objectives. The slides presented that evening by the NRC are available in ADAMS (accession number ML030930073).

In addition to presenting a summary of the NRCs assessment of Point Beachs performance for 2002, the NRC staff discussed the conclusion reached in March 2003 that the Red inspection finding associated with the common mode failure of the auxiliary feedwater system due to loss of instrument air will not be treated as an Old Design Issue and consequently, both Units at Point Beach are in the Multiple/Repetitive Degraded Cornerstone Column of the Action Matrix.

The staff also discussed an inspection finding associated with the common mode failure of the auxiliary feedwater system due to plugging of the recirculation line pressure reducing orifices.

The finding has preliminarily been determined to be a Red inspection finding. Details of these issues are presented in Inspection Report 50-266/02-15; 50-301/02-15, issued on April 2, 2003.

The inspection report is available in ADAMS (accession number ML030920128).

After the NRC presentation, the licensee made a presentation providing its perspective on the auxiliary feedwater issues and discussed results of an organizational assessment, cultural survey, and a review of the corrective action program. The licensee then provided an overview of planned and completed corrective actions for those issues. The slides presented that evening by the licensee are attached.

Before adjourning the meeting the NRC provided the opportunity for members of the public to ask questions.
