SUMMARY
OF APRIL 14, 2003, MEETING WITH FLORIDA POWER AND LIGHT COMPANY TO DISCUSS RELAXATION REQUESTS FOR THE ST. LUCIE PLANT, UNIT NO. 2 On April 14, 2003, the U.S. Nuclear Regulatory Commission (NRC) staff met with representatives of Florida Power and Light (FPL, the licensee) at the NRC Headquarters in Rockville, Maryland. FPL requested this meeting to discuss their request for relaxation from Order EA-03-009 regarding Reactor Pressure Vessel Head (RPVH) inspections for the upcoming St. Lucie Unit 2 spring refueling outage.
This meeting was classified as a Category 1 meeting, which provided an opportunity for members of the public to communicate with the NRC staff after the business portion of the meeting but before the meeting was adjourned. A list of attendees is attached. A copy of FPLs handout distributed during the meeting can be obtained through the NRC Agencywide Documents Access and Management System (ADAMS Accession Number ML031070221).
The licensee discussed the hardships involved with achieving full compliance with the Order, which formed the bases for its two relaxation requests. The first request related to nondestructive examination of the RPVH nozzles. Ultrasonic inspection of RPVH nozzles to the bottom of the nozzles is not feasible since the lower ends of the nozzles are threaded to accept a guide cone. The proposed inspection would be to the maximum extent possible, which in all cases would be a minimum of 1 inch below the weld.
The second request related to bare metal visual inspection of the RPVH surface. The shroud support structure and support brackets for insulation prevent 100 percent visual inspection without extensive work to remove the insulation. The proposed inspection would be limited to the accessible areas (approximately 96 percent) of the head, and would include full inspection of all penetrations.
The NRC staff had several questions regarding specific details of the nozzle dimensions, penetration locations, and insulation design. These questions were satisfactorily answered by the licensee. At the conclusion of the discussion, the NRC staff indicated that additional information would need to be submitted in order to complete the evaluation. First, a copy of a Westinghouse report upon which the licensee based its flaw evaluation would have to be provided. Second, the licensee needed to provide plant-specific information regarding the accessibility of the nozzle-to-top-of-head interface region for visual inspection. The licensee agreed to provide this information promptly.
The NRC staff noted that the above meeting was beneficial in gaining an understanding of the bases for the licensees relaxation requests.
At the conclusion of the business meeting, comments were solicited from members of the public, but there were none. No meeting feedback forms were returned.
