inspections, with emphasis on Criterion XVI, Corrective Action.

2.
Review the basic regulations that require Quality Assurance.
l Review industry standards related to QA. Find where QA is l
addressed in an FSAR. Review a licensee Quality Assurance l
Program and its implementing procedures.

3.
At a site, gain a general understanding of the licensees l
Corrective Action Program (CAP) through a combination of l
discussions with a qualified resident inspector and attendance l
at routine CAP meetings.
l l
4.
At a site, using IP 71152 for guidance, review a sample of l
about six issues entered into the licensees CAP within the l
past month and compare the licensees actions versus l
regulatory requirements. Discuss the resolution of the issues l
with the resident inspector. This review should include the l
resolution of potential operability issues.

5.
Meet with your supervisor or a qualified Operations resident l
inspector to discuss any questions that you may have as a l
result of this activity and demonstrate that you can meet the l
evaluation criteria listed above.

General Proficiency On-the-Job Activity TOPIC:
(OJT-General-1) Emergency Drill/Exercise Observation PURPOSE:
The conduct of an emergency drill/exercise allows the licensee to assess emergency response performance and the effective correction of previously identified weaknesses. It permits the evaluation of the level of quality of emergency response training, emergency plan implementing procedures, facility and equipment readiness, personnel performance, organizational and management changes and communications equipment readiness. This activity will permit you, the observer, to realize the scope of involvement of your particular discipline during a declared emergency at a nuclear power facility.

EVALUATION CRITERIA:
At the completion of this activity, you should be able to:

Discuss the federal guidance for drill/exercise observations as described in IP 71114.01, Exercise Evaluation and IP 71114.06, Drill Evaluation.
2.
Identify activities that will occur with regard to your discipline l
during the performance of an emergency drill/exercise.

Discuss how weaknesses and deficiencies identified during l
drill/exercise are documented and handled by the NRC and the l
licensee.

4.
Discuss how the licensee is evaluated during an emergency l
drill/exercise performance to determine if the planning l
standards of 10 CFR 50.47(b) have been met.

Discuss how licensee performance is evaluated during a l
drill/exercise to determine if they have demonstrated the l
capability of providing reasonable assurance that adequate l
protective measures in the event of a declared emergency.

TASKS:
1.
Review IP 71114.01, Exercise Evaluation and IP 71115.06, l
Drill Evaluation to identify the inspection attributes provided l
for drill/exercise performance evaluations. Discuss any l
questions with a senior emergency preparedness inspector.
l l
2.
Review the regulatory requirements with regard to emergency l
preparedness contained within 10 CFR 50.47(b) and l
10 CFR 50, Appendix E,Section IV.F.
l l
3.
Obtain an emergency drill/exercise schedule for applicable l
region. Coordinate your observation of an upcoming l
emergency drill/exercise with your supervisor, applicable l
regional senior emergency preparedness inspector and site l
senior resident inspector. If possible, observe the drill at the l
site.
l l
4.
Become familiar with the applicable licensee Emergency Plan l
and Implementing Procedures. In particular, review those l
instructions for your disciplines activities and involvement l
during a declared emergency and develop an understanding l
of their successful implementation.
l l
5.
Obtain and review a copy of the applicable licensees l
emergency drill/exercise scenario. Identify activities that will l
occur with regard to your discipline during the performance of l
the emergency drill/exercise and note the licensee l
expectations for success versus failure.
l l
6.
Perform an independent observation of an emergency l
drill/exercise. Observe activities at several of the licensee l
emergency response facility locations, if possible (eg., Control l
Room, Operations Support Center, Technical Support Center, l
Emergency Operations Facility, Joint Information Center, field l
activities, etc.). Take care not to interfere with the conduct of l
the licensee performance or evaluation of drill/exercise. Do l
not "prompt" licensee participants or evaluators of your l
observations or conclusions of weaknesses or deficiencies NOTE: Whenever possible, observe a drill or exercise at a site and focus your observation on activities related to you technical 1245 APP B-12 Issue Date: 05/01/03
during drill/exercise performance. Findings must be held l
confidential until after formal licensee critique.

7.
During the performance of the drill/exercise, note any possible l
weaknesses and/or deficiencies you observe. To aid in future l
discussions, obtain documentation of licensee activities during l
these questionable performances.

8.
As a result of your observations, form an opinion as to whether l
the planning standards of 10 CFR 50.47(b) are still met.
l l
9.
As a result of your observations, form an opinion as to whether l
the licensee has demonstrated the capability of providing l
reasonable assurance that adequate protective measures can l
be conducted in the event of a declared emergency.

10.
Discuss your emergency drill/exercise observations and l
opinions with the lead NRC inspector and provide l
recommendation on whether licensee demonstrated the l
capability of providing reasonable assurance that adequate l
protective measures can be taken in the event of a declared l
emergency and if the planning standards of 10 CFR 50.47(b) l are met.

11.
Meet with your supervisor and/or a qualified senior emergency l
preparedness inspector to discuss any questions that you may l
have as a result of this activity and demonstrate that you can l
meet the evaluation criteria listed above.
